Please find the below self-explanatory circular, from our Argentina office for your compliance.
Following to the ANAC( Argentina,National Civil Aviation Administration) approval, please see the protocols and procedures that all passengers and the airlines must adhere to enter Argentina.:
1.- Only nationals of Argentina or permanent residents in Argentina can re-enter our country (no tourist or visa holders are allowed). If any passenger shows up for boarding with an Argentinean visa, we must seek for an OK TO BOARD from immigrations before accepting them on our flights, please bear in mind that tourism visas are not allowed at any time. The following immigrations and health form is mandatory for all passengers heading to Argentina and it has to be filled electronically (not printed) 48hs in advance through this link: http://ddjj.migraciones.gob.ar/app/ . This form is available in Spanish and English.
2.- The airline must have enough Traveler's Health Declarations on board (Form Argentina annex 1) printed for filling, only for the cases of passengers and / or crew who state they have information to update the affidavit form previously completed online and approved by the NATIONAL DIRECTORATE OF MIGRATIONS or to those travelers who at the first moment of implementation of this new procedure will be found carrying out immigration procedures at the airport and They have omitted to fill out the form and that is why they must complete them on paper before shipment. This, in the latter case, only during the transition period that the effects of this procedure are set at 15 calendar days from the subscription of the present document. They will also have to have copies in case a suspected case of COVID 19 on board, with respect to those with symptoms or express the need to update their statement during the trip.
3.- When, prior to or during boarding, the airline become aware that who by self-report of their health situation on the form approved by the National Directorate of Migration or before the previous requirement, declare or register the symptoms defined by the health authority, they must comply with the provisions of Decree No. 260 and urge symptomatic people to refrain from traveling towards the Argentine Republic, until they have a medical diagnosis of the health authority of the country in which they are located, with the proper certification that rule out the possibility of contagion. Eventually, these people will be able to manage –if they do it well in advance-, authorization to board the means of transport included in it, only if they have a medical certificate that certifies that the cause of the declared or detected symptomatology has a justification not attributable to COVID 19. In this case, it may be generated through the NATIONAL DIRECTORATE OF MIGRATIONS consultations with the Argentinean health authorities to consider the possibility of authorization of the trip initially deferred, provided that the time lapses between the moment when it was detected or declared the symptom (s) and the time of shipment so permitting.
4.- The Airline must proceed to take the temperature of every person to board (crew and passengers) through its own or contracted personnel, so that, those who have a temperature higher than 37.5 ° C and failed to provide a medical certificate with an specific diagnostic that cause those symptoms or does not fully explain the clinical presentation in a disease other than COVID 19, proceed to postpone their trip and make a consultation to discard they have symptoms compatible with that disease.
4.1.- The airline must generate an act (record) with the character of a general declaration that has the information of every person who had taken temperature (crew and passengers), if detected Someone with more than 37.5 ° C they must be highlighted, indicating if the boarding has been rejected or if they have presented a medical certification reporting another disease other than COVID 19. Said medical certificate must be delivered to the crew, who upon arrival will hand over the same to boarder health authorities.
5.- Report prior to arrive through aircraft frequency, the presence of any possible “suspicious case” to the authorities of the transportation terminals. Detection may be produced by the warning of the passenger or a member of the crew or by the observation of the on-board personnel or another passenger
6.- Warn travelers, crew and carriers before their arrival in the country that they must report to the crew the appearance of symptoms during the trip / or situations of close contact with confirmed COVID 19 cases, they should also do the same and inform this situation to Border health authority upon arrival in the country, as well, submitting themselves to health controls. To such effects, all national and international carriers arriving at any airports of the Argentine Republic from abroad must, prior to closing the aircraft doors, read the following warning announcement, in both Spanish and English languages:
English:“Your attention please ladies and gentlemen: “We are addressing to you for request of the Ministry of Health of the Argentine Republic to request that those passengers who during the trip have two or more of the following symptoms, cough, sore throat, or headache or diarrhea and vomiting or at least one of the symptoms such as fever or sudden loss of taste or smell or severe difficulty in breathing, please report it to the cabin crew.

Spanish: “Su atención por favor señoras y señores: “ Nos dirigimos a ustedes por petición del Ministerio de Salud de la República Argentina para solicitar que aquellos pasajeros que durante el viaje presenten dos o más de los siguientes síntomas, tos, dolor de garganta o dolor de cabeza o diarrea y vómitos o al menos uno de los síntomas como fiebre o perdida repentina de gusto u olfato o dificultad grave para respirar, lo reporten a la tripulación de cabina. Gracias por su cooperación”
7.- In presence of a “suspicious case” known for self-reported information or detected by the crew, include the novelty in the health part of the "Aircraft General Declaration“ and warn of such incidence to the Air Traffic Services (TWR) or Terminal, prior to your arrival.

9.- For the cases of non-resident foreigners in Argentina who travel to Argentina for work, commercial or sports reasons, and are exempt from
perform the 14 days of preventive and mandatory social isolation, it will also be required to add a medical certificate that they have no symptoms compatible with COVID19 that must be attached to the online declaration form of the National Directorate of
Migrations. National or foreign crew and carriers will be exempt of adding the referred medical certificate.
10.- In the event of the detection of a “suspicious case”, the applicable protocol is applied and medical services from the point of entry or emergency services and from the Border Health personnel are present for the evaluation of the reported case.
11.- In case of late submission of report by the cabin crew and with the carrier at the point of entry or terminal, the crew must postpone the disembarking of the aircraft and immediately communicate with the authorities to proceed with the protocol, which also involves:
11.1.- Updating of health declaration forms for the traveler or travelers and the crew that expressly needs it, especially whoever is identified as a suspected case, and
11.2.- Fill the report in the respective area of health on the aircraft General Declaration.
12.- Averaging the end of trip and before landing, cabin crew must read the following warning, in both, Spanish and English languages:
English: “Your attention please, ladies and gentlemen: In a few more minutes the cabin crew will deliver health declarations forms for Argentina. This form is only for those of you who considers that an update is needed from the previous one completed online. Please remember that this form has the character of a General Declaration, required by the Health Authority of the AGENTINE REPUBLIC. This is required only for those passengers that has any change in your health situation previously declared. You must use block letters and complete it before leaving the aircraft. Thank you for your cooperation. "
Spanish: “Su atención por favor señoras y señores: En minutos más la tripulación de cabina entregará a quienes consideren que requieren actualizar su “Declaración de Salud” completada antes de embarcar, el formulario que tiene carácter de Declaración Jurada impresa, exigido por la Autoridad Sanitaria de la REPUBLICA ARGENTINA, deberán completarlo solo si se hubiera producido alguna novedad en su situación de salud antes declarada. Deberán utilizar letra de imprenta y completarlo antes de descender de la aeronave. Muchas gracias por su cooperación.
13.- In case of absence of self-report from a passenger or crew and if the crew has not registered or observed any suspicious case and thus is registered in health and border authority control, and only for the transition period referred to in point 2 hereof, the Company personnel must hand over to Border Health personnel after the opening of doors or at the time of completing the process of the airline health certificate the affidavits of travelers and/or crew that do not have complied with the online form statement approved by Migrations or the one

15.- Comply with the remaining mechanisms and requirements that have already been implemented between the different Ministries involved in the implementation of the Decree of Need and Urgency N ° 331/2020 to optimize the capacity of the National State to have relevant information for the purposes of public health care, in opportune time, and within the current regulatory framework, as an essential asset and
essential for the adoption of sanitary measures aimed at the prevention of spread of COVID 19. Additionally, national and foreign air transport services companies departing from airports in the ARGENTINE REPUBLIC to abroad must meet the following requirements:

Right of entry for life partners

Austria
has initiated several measures to prevent further spread of sars-cov-2
and has therefore limited the rights of entry into Austria for
non-EU-citizens as well.
Nevertheless, general exemptions –
persons are allowed to enter Austria and neither need a health
certificate nor have to start a quarantine –, regardless of where these
people come from, apply to particularly considerable reasons in the family circle in individual cases,
e.g.:
Visits of family members in the event of illness or their own children within the frame- work of care obligations,
A visit to the life partner1,
Special events such as baptism, birthday, funeral or wedding.
Life
partners are all people who are in a fixed relationship, regardless of
whether they share the same place of residence or how long the
relationship has lasted.
The particularly considerable reasons in the family circle must be made credible upon arrival, for example by presenting one of the following documents:
Birth certificate,
Marriage certificate / partnership certificate,
Passport copy of the family member,
Confirmation of registration or documents about common residences,
Suitable photographs,
Written documents documenting a civil partnership (e.g. Mail correspondence),
Registration certificates for the same motor vehicle,
Hygiene regulations

Bus
/ train / ship: on board coaches / trains / excursion ships, a distance
of at least 1 meter must be kept from people who do not live in the

This safety directive
is effective 21 july 2020 at 00:01 local time and shall remain in force
until otherwise notified by Bahrain civil aviation affairs.
Applicability:
all arriving passengers at Bahrain international airport (BIA).
Requirements:
- all
arriving passengers at BIA shall undergo a mandatory testing for
covid-19 on site at the airport and shall self- isolate for 10 days.
This does not apply to transfer passengers.
- arriving passengers shall test for covid -19 upon arrival and at the end of the quarantine period
- arriving
passengers shall be charged bd 30 for the covid -19 test upon arrival,

BELGIUM Restriction Detail

Please be advised that as of October
9th, Airport Crew will no longer be available to assist passengers
filling out (incomplete) PLF’s at border control Non-Schengen, Pier B.
Brussels
Airport has assigned Airport Crew since the introduction of the PLF as a
complementary facility to contribute to a smooth arrival into Belgium,
however has decided to discontinue this service for public Health and
Safety reasons.
As a result, please remind your outstations
that it is imperative that - before boarding - passengers provide the
QR-code received once the completed PLF has been submitted online. Only
in the event the passenger is unable to connect via the web
to the official Belgian Diplomacy website for access to the
electronic PLF, the passenger should fill out the paper PLF as a backup
and this before boarding.
As a recap:
‐ For
arrival from a Schengen country, the airline collects the paper forms
upon arrival into BRU and provides them in a sealed envelope to Saniport
(locations described below in this
mail).
‐ For arrival from a
Non-Schengen country, the passenger will show the QR-code to the
Federal Police at border control or hand over the correct filled out
paper PLF.

Art.
7. Article 18 of the Ministerial Decree of 30 June 2020 on urgent
measures to limit the spread of the coronavirus COVID-19 is replaced by

from a country that is not part of the Schengen zone, the traveller
must complete and submit to the carrier for boarding the electronic
Passenger Locator Form published
on the websites of the Federal Public Service Foreign
Affairs and of the Immigration Department prior to the journey.
If
it is not possible for travellers to use the electronic Passenger
Locator Form, they must complete and sign the Passenger Locator Form
published on the websites of the Federal Public Service Foreign Affairs
and the Immigration Department.
The carrier shall ensure that all
passengers have completed a Passenger Locator Form prior to boarding. In
the absence of this form, the carrier is obliged to refuse boarding.
In
the absence of this declaration or in case of false, misleading or
incomplete information contained in this declaration, entry may, where
appropriate, be refused in accordance with Article 14 of the Schengen
Borders Code or Article 43 of the
Law of 15 December 1980 on entry into the territory, stay,
establishment and removal of foreigners.
§ 4. In the case of a
journey to Belgium from an area in the Schengen zone, the traveller must
complete and submit to the carrier for boarding the electronic
Passenger Locator Form published on the websites of the Federal Public
Service Foreign
Affairs and the Immigration Department prior to the journey.
If
it is not possible for passengers to use the electronic Passenger
Locator Form, they must complete, sign and submit to the carrier the
Passenger Locator Form published on the websites of the Federal Public
Service Foreign Affairs and the Immigration
Department. The carrier is obliged to send this declaration
to Saniport without delay.
The carrier must ensure that all
passengers have completed a Passenger Locator Form prior to boarding. In
the absence of this form, the carrier is obliged to refuse boarding.
The requirement to fill out the PLF ref NOTAM:
Included

please note that passengers coming from a high risk area are consent to
stay in quarantine for 7
days instead of 14 days previously. This measure has been
alleviated since October 1st. Currently the PLF has not been adapted

from 1 October 2020, citizens of Yemen must be in possession of an
“airport transit visa-ATV” for a journey to a third country via Belgium.
To avoid misunderstanding:
- This will only apply for holders of ordinary passports.
- Holders
of diplomatic, service and special passports have been waivered from
the “airport transit visa-ATV” for a journey to a third country via
Belgium.
Starting from 1 November 2020, the service of
Border Control will impose an administrative fine when a citizen of
Yemen doesn’t possess an ATV for a transit to a third country.

Temporary travel restrictions Belgium - visa type c:
The
temporary travel restriction should apply to all non-essential travel
from third countries to the eu+ area. Thus this implies the refusal of
embarkation of 3rd country and visa-exempted nationals travelling as
tourists.
Note: if a passenger is in possession of a visa type c –
issued after 18 march 2020 by the belgian embassy - the passenger can
travel to Belgium. Please be reminded that a passenger can still be
refused to
enter the territory, if he/she doesn’t fulfil the entry
conditions according to article 3 of the law of 15 December 1980 on
access to the territory, the sojourn, the establishment and the removal
of foreigners.

travelling from an extra-Schengen airport to Belgium must be in
possession of the documents required by article 2 of the law of 15
December 1980 on access to the territory, the stay, establishment and
removal of aliens.
Passengers must be in possession of:
A valid travel document (no expired passport, no expired identity card, no expired “travel document”)
A valid visa or a valid residence permit (no
expired visa, no expired residence permit, no annex 12, no annex 15, no
“attest van immatriculatie”, …) i want to draw your attention that
travelling with a visa
type c is not allowed at the moment. Only passenger who are in possession of a valid visa type d or a valid residence permit, are allowed to travel to Belgium.

third country national, who intends a short stay, is in possession of a
valid document entitling the holder to cross the border satisfying the
following criteria:
Its validity shall extend at least three months after the intended date of departure from the territory of the member states.

I want to draw your attention that passengers who are in possession of a document that is supposedly virtual renewed, are not accepted to enter the Belgian territory.
If
a passenger is not in possession of a valid travel document (expired
passport, expired identity card, expired visa, expired residence permit,
… ), the airline is requested to deny boarding.
If your airline
nevertheless transported a passenger who is not in possession of a valid
travel document, an administrative fine/accommodation costs can be
imposed to your airline.
Belgium temporary travel restriction:
Belgium
has extended the restriction for the non-essential travellers from
third countries to the eu+ area. Thus this implies the refusal of
embarkation of 3rd country nationals holding c visa and visa-exempted
nationals travelling as tourists.
The temporary travel restriction will exempt nationals of
all EU member states and Schengen associated states.
This exemption must apply to:
All EU citizens and citizens of the Schengen associated states, and their family members;
Third-country
nationals who are long-term residents under the long-term residence
directive and persons deriving their right to reside from other EU
directives or national law or who hold national long-term visas.
Diplomats,
staff of international organizations, military personnel and
humanitarian aid workers in the exercise of their functions;
Suspect of covid-19 on board of arrival flight must be reported.
Passenger
locator card must be filled in by all passengers on arrival flight that
carry a suspect covid-19 case. A completed "health declaration form"
must be presented upon arrival.
The temporary travel restriction will apply from 01.07.2020 until further notice.
BENIN Restriction Detail

- All

- Mandatory online application to be filled by all passengers using the link http://centresurveillancesanitaire.com prior to their arrival to Cotonou.
Exit requirement:
It
is mandatory for each passenger to present a negative PCR test result
for COVID-19 dated less than 72 hours before boarding from COTONOU,
BENIN.
BOTSWANA Restriction Detail
- Any person other than a citizen or a
non-citizen resident in Botswana from high risks countries (as defined
by the world Health Organization (WHO)) is restricted or prohibited to
enter Botswana, at its borders or any specified part of Botswana
until further notice —
- Issuance
of Visa at Ports of entry and at all Embassies for any person from high
risk areas is suspended with immediate effect until further notice;
- Current visas of persons from high risk countries are cancelled with immediate effect until further notice;

BRAZIL Restriction Detail

A
new decree on health insurance for entry into Brazil. Health insurance
for Brazil is exempt for all passengers. This Ordinance No. 470, of
October 2, 2020, is effective from 05 October 2020.
Art.
1 This Ordinance provides for the exceptional and temporary restriction
on the entry of foreigners of any nationality into the country, under
the terms of the provisions of item VI of the article art. 3 of Law No.
13,979, of February 6, 2020,
due to a technical and reasoned recommendation from the
National Health Surveillance Agency - Anvisa for health reasons related
to the risks of contamination and dissemination of the
coronavirusSARS-CoV-2 (covid-19) .
Art.
2 It is restricted, for a period of thirty days, the entry into the
country of foreigners of any nationality, by road, by other terrestrial
means or by water transport.
Art. 3 The restrictions referred to in this Ordinance do not apply to:
I - Brazilian, born or naturalized;
II - immigrant with permanent residence, for a determined or indefinite period, in Brazilian territory;
III - foreign professional on mission in the service of an international organization, as long as duly identified;
IV - foreign employee accredited to the Brazilian Government;
V - Foreigner:
a) Spouse, partner, son, father or curator of a Brazilian;
b) Whose entry is specifically authorized
by the Brazilian Government in view of the public interest or for
humanitarian reasons; and
c) Bearer of the National Migration Registry; and
VI - cargo transportation.
Paragraph 1. The restrictions provided for
in this Ordinance do not prevent the entry, by air or waterway, of sea
crew to exercise specific functions on board of a vessel or platform
operating in jurisdictional waters, provided that the migratory
requirements appropriate to their condition, including to
carry an entry visa, when required by the Brazilian legal system.
Paragraph 2.The restrictions provided for
in this Ordinance do not prevent the disembarkation, authorized by the
Federal Police, of maritime crew for medical assistance or for
connection of air return to the country of origin related to operational
issues or termination of employment contract.
§ 3 The authorization referred to in § 2
is subject to liability for expenses resulting from the transshipment
signed by the maritime agent, with the prior consent of the local health
authorities, and the presentation of the corresponding
air tickets.
§ 4 In the event of entry into the country
by road, other land or waterway transport, the exceptions referred to
in item II and paragraphs "a" and "c" of item V of the caput do not
apply to foreigners from Bolivarian Republic of Venezuela.
Art. 4 The restrictions mentioned in this Ordinance do not prevent:
I - the execution of cross-border humanitarian actions previously authorized by the local health authorities;
II - the traffic of border residents in
twin cities, upon presentation of a border resident document or other
supporting document, provided that reciprocity in the treatment of
Brazilians by the neighboring country is guaranteed; and
III the free traffic of road cargo
transportation, even if the driver does not fit the role referred to in
art. 3, in the manner provided for in the legislation.
Single paragraph: The provisions of item II of the caput do not apply to the border with the Bolivarian Republic of Venezuela.
Art.
5 Exceptionally, the foreigner who is in a land border country and
needs to cross it to embark on a flight back to his country of residence
may enter the Federative Republic of Brazil with authorization from the
Federal Police.
Single paragraph. In the predicted nocaput hypothesis:
I - the foreigner must go directly to the airport;
II - there must be an official demand from the embassy or consulate of the country of residence; and
III - the corresponding air tickets must be presented.
Art.
6 The restrictions referred to in this Ordinance do not prevent
foreigners from entering the country by air, provided that the migratory
requirements appropriate to their condition are complied with,
including having an entry visa, when required
by the Brazilian legal system.
Art. 7 Failure to comply with the provisions of this Ordinance will imply, for the offending agent:
I - civil, administrative and criminal liability
II - repatriation or immediate deportation
III - disqualification of asylum applications.
Art.
8 The regulatory bodies may edit norms complementary to the provisions
of this Ordinance, including sanitary rules on procedures, vessels and
operations.
Art. 9 - The cases omitted in this Ordinance will be decided by the Ministry of Justice and Public Security.
Art. 10. The term established in art. 2nd may be extended, according to technical and reasoned recommendation from Anvisa.
Art.
11. Ordinance No. 456, of September 24, 2020, of the Ministers of State
Chief of Staff to the Presidency of the Republic, Justice and Public
Security, Infrastructure and Health is hereby revoked.
Art. 12. This Ordinance comes into force on the date of its publication.

CAMEROON Restriction Detail

CHAD Restriction Detail
Chad entry requirement:
- As long as passengers have valid entry document and fulfill the COVID-19 requirements, they can enter to the country.
- All
incoming passengers must have COVID-19 PCR negative certificate issued
within 6 days. Up on arrival, passport of passengers, those who will
stay more than 7 days in Chad will be collected from them by police in
coordination
with immigration authority.
- All diplomatic missions and personal of International organizations’ passport will not be collected at airport on arrival.
- The
passenger will have to remain at home/hotels/guest house complying the
barrier measures ( wearing mask, regular washing hand, keeping distance
and others) and carry out another PCR test in N’Djamena on the 7th day
of stay in one
of the hospitals. The test costs 15,000.00 CFA to be
covered by the passenger and to be paid at counter of hospital. The
passenger will take receipt up on payment which he/she present it to
police in order to withdraw his/her passport.
- Passengers who
stay less than 7 days will be required to observe barrier measurements
during their stay time and expected to advise his/her contact address
(Home, Hotel, Office, telephone number, email address) for the purpose
of possible
epidemiological investigation.
Violators (carriers) of the aforementioned measures must bear the hotel costs and pay a fine of 3,000,000 CFA per passenger.
NOTE:
Any passenger arriving without COVID-19 PCR negative certificate and
also if the time is more than the stated time frame after test, will be
deported and there will be fine for non-compliance.

China entry requirement – clarification:
Please note the below clarification on some technical issues relating to the New Policy (below alert of 01 October):
- Checking
the Health Code (or Health Declaration Form) is priority, checking the
paper negative COVID-19 test result is supplementary. So long as the
Health Code is GREEN, it is accepted to plane boarding;
- In case
of plane delay, some of the Health Code may be turned into GREY. In
such cases, passengers cannot be refused to plane boarding. The criteria
to judge it is that whether the Health Code is valid (GREEN) at the
time of
scheduled flight.
Those passengers who have
been quarantined at hotel and arranged for COVID-19 test by Ethiopian
Airlines are not allowed to upload the Health Code (Health Declaration
Form) and be allowed to plane boarding with the paper negative COVID-19
test
result. Yet Ethiopian Airlines is kindly requested to update
the Chinese Embassy of the list with personal information of these
passengers. These passengers have to be registered at the Embassy's
system.

The Embassy of People’s
Republic of China in the Federal Democratic Republic of Ethiopia has
issued the following instruction to passengers who are to fly to China
in relation to COVID-19:
- Starting from 3rd October, 2020,
all Chinese and foreign passengers departing from or transiting via
Addis Ababa on China-bound flights are required to take nucleic acid
tests within 72 hours (the date of the sample collecting instead
of the date of the test certificate).
- Chinese
citizen passengers are required to produce the health code on their
mobile phones after they acquired the negative COVID-19 test result
(Ethiopian Airlines will keep one copy of the test result). Only
the GREEN Health
Code is accepted for plane boarding. RED Health Code
(not passed), GREY Health Code (invalid) and YELLOW Health Code
(submitted and waited for approval) are not allowed for plane boarding.

- Non-Chinese citizen passengers are required to
produce the Paper Health Declaration Form Sealed by the Chinese Embassy
in Ethiopia. Example of the form is shown in Attachment Two.
In
some cases, some Chinese passengers may have the internet problem and
can’t upload their Health Code, the Chinese Embassy will then issue them
the paper Health Declaration form instead.
Transit
passengers will be applied to the same policy as mentioned above.
Otherwise they will be refused to board planes from their destination.

Residence Permits of Three Categories:

Effective
from 0 a m., 28 September 2020, foreign nationals holding valid Chinese
residence permits for work, personal matters and reunion are allowed to
enter China with no need for applying for new visas. If the above three
categories
of residence permits held by foreign nationals expired after
0 a.m., 28 March 2020, the holders may apply for relevant visas by
presenting the expired residence permits and relevant materials to the
Chinese embassies or consulates
on the condition that the purpose of the holders’ visit to
China remains unchanged. The above-mentioned personnel shall strictly
abide by the Chinese regulations on epidemic prevention and control.

Embassy of the People's Republic of China in Ethiopia has informed
Ethiopian airlines the following requirements/amendments to passengers
who are to fly to China effective 25 September 2020.
- All
Chinese and foreign passengers departing from or transiting via Addis
Ababa on China-bound flights are required to take the nucleic acid tests
within 3 days (the date of the test certificate instead of the date of
the sample collecting
and the date of the certificate not calculated within 3
days) and to produce the COVID-19 negative certificate before boarding.
- Silk
Road General Hospital in Addis Ababa has been authorized to do the
COVID-19 nucleic acid test. Allow passengers with the certificate to
board planes.
- Ethiopian airlines in further requested to keep all photocopies of all passengers’’ test result certificates.

addition to earlier communications, the Embassy of the People's
Republic of China in Ethiopia has informed Ethiopian airlines the
following specific requirements to passengers who are to fly to China.
- All
Chinese and foreign passengers who are to fly to China are required to
take nucleic acid tests (RT-PCR) for COVID-19 within 5 days before
boarding. Only those who are tested negative will be allowed to board.
Airlines must check the COVID-19
certificates before boarding passengers. Passengers who
do not have the negative certificates should not be allowed on board.
- International
Clinical Laboratories (ICL), in Ethiopia, is the only institute
currently authorized to do the testing for passengers bound for China
originating from Ethiopia flying Ethiopian Airlines.
- For the
Chinese and foreign passengers who transit via Ethiopia to China, the
passengers are required to complete the nucleic acid test in the country
where the travel starts and produce their negative test certificates
before boarding at
origin and also when connecting flights at Addis Ababa
Bole international Airport.

Beijing COVID-19 test requirement for passengers from Hong Kong.
With
effect from 17 August 2020 at 0000 local time, all passengers on flight
from Hong Kong to Beijing will be required to have and present to the
airline before boarding, documentary proof to show that the passenger
underwent a nuclei acid test
for COVID-19 within 7 days before the scheduled time of
departure of the flight, and the result of the test is the passenger was
tested negative for COVID-19. This is concerning Hong Kong joining
passengers to Beijing, transit at HKG to Beijing
(China) is still not allowed.

The
Government of China has updated about China entry policy for passengers
that travel from 26 designated countries (please refer the annex down
this email).
Restrictions:
In order to reduce the
cross-border spread of the epidemic, Chinese travellers who have
purchased return tickets from the countries listed in the annex are
required to fill in epidemic prevention health information in advance.
The specific requirements
are as follows:
- Since April 8, 2020, passengers
who have purchased air tickets are required to fill and submit their
personal data, health status, recent travel record day by day before
departure date through the WeChat Mini Program of the international
version
of epidemic prevention health code. Under special
circumstances, it can be filled in by others.
- The transitional
period will be from April 8 to April 22, 2020. Passengers of Chinese
nationality who take flights during the transitional period should fill
and submit the information on a daily basis starting from April 8.
Passengers that
take flights after the transition period should fill and
submit it day by day from the 14th day before departure date.
- Anyone
that fails to fill and submit information according to the above
requirements will not be able to board the flights. If anyone fills in
false information, their itinerary will be blocked and they will have to
bear the corresponding
legal liability.

Entry requirements:
- Any passenger on international flights must complete a health declaration form relating to COVID-9.
- Any
passenger embarking on a flight to the Union of the Comoros must
provide proof of their negativity to an RT-PCR test for COVID-19 dating
three days (72 hours) before the date of the flight by an approved
diagnostic center.
- The disembarkation of a passenger, who does not meet the above conditions in a Comorian airport, will be deported.
Note:
For the departing passenger, he/she must check with his Travel Agent

COTE D'IVOIRE Restriction Detail
- All arriving, departing and transiting passengers at Abidjan

EQUATORIAL GUINEA Restriction Detail
Date: 16 September 2020
Passengers who have a PCR COVID-19
test certificate with Negative result latest 48 hours or 72 hours from
point of departure station are allowed to board.
- Passengers who arrive at Equatorial Guinea with PCR test latest 48 hours can enter without quarantine and additional PCR test.
- If
the PCR test expires during the time of travel before he/she arrives at
Equatorial Guinea, they will be tested upon arrival at the
airport. Passengers will be responsible for the expenses related with
PCR test and hotel accommodation
fees until the PCR test result is available.
- For
those passengers whose PCR test is latest 72 hours from date of
departure, even though the certificate expires with the 48 hours, they
can be accepted for check-in at origin station. But upon arrival, they
are subject to for new
PCR test and quarantined at their own expenses until the

ETHIOPIA Restriction Detail
October 06 2020
Ethiopia entry requirement in relation to covid-19 effective 23 September 2020:
- All passengers traveling to Ethiopia MUST present a negative RT PCR test certificate for COVID-19 before boarding a flight. The certificate validity shouldn’t exceed 120 hours on arrival from the date sample is given.
- Children less than or equal to 12 years of age are exempted from the RT PCR test certificate requirement.
- There shall be no COVID-19 test to be done on arrival at Addis Ababa.
- A Rapid diagnostic test (RDT antibody test) will not be accepted for this purpose.
- The above requirement does not apply to transit passengers.
- All Diplomatic and Service (including United Nations and African Union) passport holders, including their immediate families, are advised but not required to have a certificate of negative PCR-COVID-19 test before arrival to Ethiopia. However, anyone (diplomatic and service passport holder including their immediate families) who come to Ethiopia without negative PCR COVID-19 test result, is required to stay in quarantine for fourteen (14) days at home.

GABON Restriction Detail
Gabon travel restriction in relation to COVID-19 Pandemic:
Irrespective of citizenship, all passengers coming to Libreville must have PCR test with negative result.
1. Passengers acceptance to Gabon shall be based on reciprocity.
2.
Negative RT-PCR test proof of COVID-19 is required. The result carried
at most five days before the date of embarkation or disembarkation. The
test must be carried out by a center approved by the World Health
Organization.
3. The boarding of a passenger not fulfilling the
conditions prescribed in articles 1 & 2 above exposes the airline to
administrative sanctions and to the obligation to transport, at its own
expense the non-conforming passenger up to point
of origin.
4. During the boarding and disembarking
phases, passengers are required to comply with all preventive measures
against COVID-19, in particular:
o Wear a face mask
o Have a normal body temperature
o Abide by the protocol of distance between passengers
o Fill in an information form indicating the references allowing you to be contacted.
o When disembarking at any airport in Gabon, a rapid test and a PCR test at COVID-19 will be conducted.
o Submit luggage to the decontamination process implemented in the airport.
5. Any passenger who tests positive when disembarking will be entrusted to the care of the competent health authorities.
6.
Passengers arriving in Gabon must remain in the city where the
disembarkation airport is located for at least fourteen days and must,
for the same period, be self-sufficient.
GAMBIA Restriction Detail
Airlines are directed not to transport passengers on transit to/from

embarkation/disembarkation point.

Mandatory tests for travellers returning from risk areas
As of august 8, 2020,
due to an official order, there is a test obligation for travellers
returning from risk areas. Anyone returning from a risk area has to take
a covid-19 test either within 48 hours in advance at the point of
departure or within 72 hours after entering Germany. This
test is free of charge and is possible at both test centres directly at
the airport, located on the pedestrian bridge connecting terminal 1 and
the long-distance train station, or at
any other test location (e.g. Registered doctors, hospitals,
health authorities, etc.).
For clarification following information:
All airlines arriving in Frankfurt have to hand out the information leaflet for travellers to their passengers.
Airlines arriving from a risk area (information on the designation of international risk areas can be found under https://www.rki.de/covid-19-risikogebiete )
are asked to give out two plcs (passenger locator cards) per passenger.
The second plc, in addition to the one mentioned in the corresponding
notam (attached to this email), is a request of the hessian ministry for
social affairs and intended
to quicken the registration at a covid-19 test location in
Hesse. One plc has to be collected by the airline and has to be brought
to the Frankfurt airport clinic, functioning in this case as branch of
the local health authority, right after
arrival. Please put the plcs in a closed envelope with
flight number, flight date and departure airport. As these are data
protection relevant data, the envelope is to be handed over personally
at the registration or to one
of the clinic staff. The second plc will stay with the
passenger to be presented at the covid-19 test centre in case the
passenger decides to be tested right at the airport. Please advise the
passengers to keep the boarding pass or other prove
of flight.
In case a passenger arrives from a non-risk
airport but has been in a risk area within 14 days prior to arrival, it
is his responsibility to contact the responsible health authority
directly after arrival and get tested.
Crews on flights from risk areas are exempted.
Air
carriers must keep the passenger data available to them for flights to
the federal republic of Germany for 30 days after arrival. This applies,
in particular, to electronically stored data for identification and

UPDATED COVID-19 GUIDELINES FOR KOTOKA INTERNATIONAL AIRPORT (KIA) EFFECTIVE
REVISION 2: EFFECTIVE DATE: 2nd OCTOBER 2020 AT 1800 HOURS (UTC)
1. Arriving Passengers
All
international arriving passengers, including those from the ECOWAS
region, will be required to meet the following health requirements prior
to admission into Ghana:
a) Passengers must not have symptoms suggestive of COVID-19 including body temperature >38°𝐶.
b) Passengers must possess a COVID-19 negative PCR from an accredited Laboratory in the country of origin.
c)
The test should have been done not more than 72 hours before the scheduled departure time from the country of origin.
d) Airlines who board passengers without PCR test result or transport and disembark passengers with Positive
PCR test result into Accra will be fined US$3,500 per passenger.
- Non-Ghanaians may be refused entry and returned to the point of embarkation at a cost to the Airline.
-
Ghanaians will be allowed entry but subject to 14 days of mandatory
quarantine at a facility approved by the Government and at a cost to the
passenger.
e) Arriving passengers will undergo temperature screening.
f)
Ghanaian residents who depart Ghana and return within one (1) week will
not be required to present a COVID-19 result from the country of
departure.
They will, however, undergo mandatory COVID-19 testing upon
arrival in Ghana.
g) Passengers will be subjected to a mandatory
COVID-19 test at the airport terminal at a cost of $150 to be borne by
the passenger. Payment MUST
be made online athttps://myfrontierhealthcare.com/Home/Ghana and proof of payment (receipt) shown to Airline before boarding.
h)
Airlines who board
passengers without proof of payment for the COVID-19 test
and would/could NOT pay for the test in Ghana will be fined US$3,500 per
passenger.
- Non-Ghanaian passengers may be refused entry and returned to the point of embarkation at a cost to the Airline.

Ghanaian passengers will have their passports seized; the passenger
handed over to State Security Agencies and taken into a fourteen (14)
day quarantine at a designated location at the passenger’s cost.
i) Passengers who test positive upon arrival will receive further clinical assessment and treatment.
j) Passengers who test negative will be advised to continue to observe COVID-19 safety precautions following
arrival in Ghana.
k) For passengers who transit through
other countries before arriving in Ghana, the first country of
departure will be the reference point. (Connecting flights should not
deny passenger boarding, as long
as the journey has not been terminated in any of the transit
countries.)
2. Transit Passengers
a) Passengers transiting and transferring through Accra will not be required to take the COVID-19 test in Accra.
b) Transit passengers will be required to adhere to COVID-19 testing requirements for the destination countries.
3. Exemptions
a)
Airline crew are exempted from the pre-departure and arrival COVID-19
testing and should follow the Airline policy for testing.
b) Children under 5 years of age will not be required to undergo testing on Arrival at the
Kotoka International Airport.
c) Passengers who arrive
under emergency circumstances such as diverted flights will not be
required to undergo testing if they do not leave the airport or remain
in isolation in their hotel.Passengers
must wear face mask.
4. Travelling with Pets
a)
Travelling with pets into Ghana is allowed in line with guidelines of
the Veterinary Services Directorate of the Ministry of Food &
Agriculture
5. Departing Passengers
All international departing passengers will be required to meet the following guidelines prior to departure:

- Airlines who board passengers without a PCR test result or a Positive PCR test result will be sanctioned

GREECE Restriction Detail
Passengers who arrives at ath international airport without the email
confirmation for the submission of the e-plf or a qr code will be
deported to their origin with the carrier’s expense.
All
travelers to Greece, regardless of nationality and way of entering the
country, must complete the electronic plf form through the electronic
address https://travel.gov.gr,
with their contact details in Greece no later than the day (e.g.
Minimum 24 hours) before their arrival in the country . Proof of
completion of the electronic plf form, which is automatically sent by
e-mail to the passenger by the platform,
is considered as a «compulsory» travel document. Airlines
are obliged to check before boarding the passenger’s e-plf status, and
in case of violation of this obligation, airlines bear the
responsibility to repatriate the
passenger at airline’s own responsibility and expense. A
valid plf form, with a qr code, is considered necessary for permitting
entry to the country.
Greece travel restrictions.

It
is compulsory for all individuals on international flights to fill in
the electronic passenger locator form (plf) published in https://travel.gov.gr/#/. Starting from 9 july 2020, air passengers shall submit the plf at least 24 hours before the scheduled time.
Prior acceptance of the passengers for boarding, airlines are required to check:
The confirmation receipt for a plf submission at least 24 hours prior flight;
The response mail with a plf qr code.
Urgent
case for traveling falling in the period of less than 48 hours prior
flight will be examined per case and acceptance or rejection will be
notified to applicants through an e-mail message.
Airlines are required to check the existence
of such a confirmation e-mail prior passenger acceptance for boarding.
Note: failure
to fill the electronic passenger locator form (e-plf) & secure the
qr code will result a fine of eur500.00 to the passenger effective
immediately.
All the above will be in effect until august 31st or until further notice.

Hong Kong travel restriction
Please
note the below latest regulations concerning pre-test requirement for
passengers who were in Ethiopia for the past 14 days traveling to Hong
Kong, in relation to COVID-19 which will be in effect from 28th
August,2020.
In view of the COVID-19 epidemic situation in Hong
Kong, the Government today (August 21) gazetted the latest legislative
amendments and specifications under the Prevention and Control of
Disease Ordinance (Cap. 599) to more effectively
combat the epidemic.
The Regulation (Cap. 599H) added
Ethiopia as one of the very high-risk places whereby travellers who have
stayed in specified place(s) within 14 days before boarding the flight
arriving in Hong Kong would be required to undergo a test for the
virus and make a hotel reservation for the purpose of
quarantine.
Passengers must provide the following documents:
1.
a test report in English or Chinese issued by a laboratory or
healthcare institution bearing the name of the relevant traveller
identical to that in his/her valid travel document to show that:
- the
relevant traveller underwent a nucleic acid test for COVID-19 the
sample for which was taken from the relevant traveller within 72 hours
before the scheduled time of departure of the specified aircraft;
- the test conducted on the sample is a nucleic acid test for COVID-19; and
- the result of the test is that the relevant traveller was tested negative for COVID-19

. if the relevant report is not in English or Chinese or does not
contain all of the above information, a written confirmation in English
or Chinese issued by the laboratory or healthcare institution bearing
the name of the relevant traveller
identical to that in his/her valid travel document and
setting out all of the above information. The said written confirmation
should be presented together with the test report; and
3.
documentary proof in English or Chinese
to show that the laboratory or healthcare institution is ISO
15189 accredited or is recognized or approved by the relevant authority
of the government of the place in which the laboratory or healthcare
institution is located; and
4. the relevant traveller has
confirmation in English or Chinese of room reservation in a hotel in
Hong Kong for not less than 14 days starting on the day of the arrival
of the relevant traveller in Hong Kong.
The
operator of the specified aircraft must submit to DH
(Department of Health) before the specified aircraft arrives at Hong
Kong a document in a form specified by DH confirming that each relevant
traveller has, before being checked-in
for the flight to Hong Kong on the aircraft, produced for
boarding on the aircraft the documentary proof to show that the above
conditions are met.

To
protect the safety and health of passengers and staff at HKIA upon the
resumption of transfer/transit services at HKIA effective from 0001 hrs
on 1June 2020, additional measures will be implemented at HKIA until
further notice. Airlines
(their crew members and passengers) are required to the
implementation of the following measures.
Pre-flight:
- All
passengers arriving in Hong Kong shall have gone through body
temperature screening before boarding the flight at the out port.
Passengers with body temperature above normal shall not be allowed
boarding.
- All passengers shall have undertaken health
declarations before boarding. Please refer to Appendix 1 for sample
questions of the health declaration.
- Airlines shall only accept
check-in and boarding of transfer passengers who will be accepted for
entry at their final destination. Since non-Hong Kong residents will
not be permitted to enter into Hong Kong, it is important for airlines
to strictly follow this measure to avoid any passengers
being stranded at HKIA. For your easy reference, we enclose a
copy of the letters sent to Airline Operators'
Committee by the Immigration Department on Entry
Restrictions on Non-Hong Kong Residents dated 7 April 2020 and 23
March 2020 as Appendix 2 and 3 respectively.
In-flight:
- Announcement(s)
shall be made to update passengers of the latest arrangements for
arrival and transfer/transit at HKIA as attached in Appendix 4.
- In
addition, measures shall be implemented to prevent the spread of
the virus, for examples, by requiring passengers to wear
masks/face covering and
provide sanitizers for passengers' use.
Upon arrival at HKIA:
- All
passengers shall be reminded of the requirement to wear face masks
covering the nose and mouth upon arrival and at all times during their
transfer/transit at HKIA.
- All passengers shall be reminded to
rub their hands with sanitizers and disinfect their shoes on sanitizing
mats upon disembarkation at the arrival gate.
Transfer/Transit at HKIA:
- All
transfer/transit passengers should proceed to the boarding gate
directly so as to minimize the time spent at other areas of the terminal
building.
- Airlines should make necessary arrangement to
segregate the seating and boarding of transfer/transit passengers from
passengers departing from HKIA as far as practicable.

The
new conditions imposed by the Department of Health on all crew members
of goods and passenger vessels arriving Hong Kong at the HKIA for sign
on with effect from Jul 10, 2020. All crew members of goods and
passenger vessels who do not possess
negative test results will be denied entry, and the shipping
company / agent concerned are required to arrange these crew members to
fly back to their originating country.
Airlines shall ensure that the seamen possess:
1. A guarantee letter from a shipping company or agent and
2. A test report before accepting on a flight to HKIA.
The shipping company/agent is required to comply with the following conditions:
-
Crew arriving Hong Kong at the Hong Kong International Airport to
sign-on goods passenger vessels must have a negative results of
SARS-CoV-2 nucleic acid test at his/her last place of embarkation within
48 hours prior to his/her time
of departure from the place of embarkation. ;
-
The shipping company / agent shall declare on the guarantee letter to
be submitted to the Immigration Department that the crew member(s)
concerned has/have been tested negative for SARS-CoV-2 nucleic acid with
48 hours prior to
his/her of departure from the place of embarkation. ;
-
The crew is required to present the test report and guarantee letter
to staff of Department of Health when he/she enters Hong Kong. And
-
Crew members who do not possess negative test results will be denied
entry, and the shipping company / agent concerned are required to
arrange these crew members to fly back to their originating country
(ies) forthwith.

government of India has set the following guidelines on 02 august 2020
for international arrivals to India to be operational from 08 august
2020:
Before planning for travel:
all travellers should submit self-declaration form on the online portal (www.newdelhiairport.in) at least 72 hours before the scheduled travel.
They
should also give an undertaking on the portal that they would undergo
mandatory quarantine for 14 days i.e. 7 days paid institutional
quarantine at their own cost, followed by 7 days’ isolation at home with
self-monitoring of health.
Only for compelling reasons/ cases of
human distress such as pregnancy, death in family, serious illness and
parent(s) with children of the age of 10 years or below, home quarantine
may be permitted for 14 days.
If they wish to seek such exemption under para (iii) above, they shall apply to the online portal(www.newdelhiairport.in) at least 72 hours before boarding. The decision taken
by the government as communicated on the online portal will be final.

Travelers may also seek exemption from institutional quarantine by
submitting a negative rt- pcr test report on arrival. This test should
have been conducted within 96 hrs prior to undertaking the journey. The
test
report should be uploaded on the portal for consideration.
Each passenger shall also submit a declaration with respect to
authenticity of the report and will be liable for criminal prosecution,
if found otherwise. The test report could also
be produced upon arrival at the point of entry airport in
India.
Before boarding
Dos and don'ts shall be provided along with ticket to the travellers by the agencies concerned.
All passengers shall be advised to download arogya setu app on their mobile devices.
At the time of boarding the flight/ ship, only asymptomatic travellers will be allowed to board after thermal screening.
During travel
Travelers
who had not filled in self-declaration form on the portal shall fill
the same in duplicate in the flight/ship and a copy of the same will be
given to health and immigration officials present at the airport.
Alternatively, such travellers
may submit self-declaration form on the online portal at
arriving airport/ seaport/ handpost as per the directions of the
concerned authorities, if such facility is available.

While on board the flight/ ship, required precautions

screening would be carried out in respect of all the passengers by the

The
passengers found to be symptomatic during screening shall be immediately
isolated and taken to medical facility as per health protocol.

before being allowed home quarantine for 14 days.
The remaining
passengers shall be taken to suitable institutional quarantine

These
passengers shall be kept under institutional quarantine for a minimum
period of 7 days. They shall be tested as per icmr protocol available
at https://www.mohfw.gov.in/pdf/revisedtestingguidelines.pdf if
they test positive, they shall be assessed clinically.
If they are assessed as asymptomatic / pre -symptomatic/ very mild
cases, they will be allowed home isolation or isolated in the covid
care centre ( both public & private
facilities) as appropriate .
those having mild/ moderate/ severe
symptoms will be a d mitted to dedicated covid health facilities and
managed accordingly.
if foundnegative, they shall be advised to further isolate
themselves at home and self - monitor
their health for 7days.
in case, any symptoms develop they shall inform the district surveillance officer or the state/national call centre (1075 ).
INDONESIA Restriction Detail
Date: 18 October 2020
As per the attached circular released from Indonesian Immigration, holders of a single visitor visa of B211A, B211B, B211C , D212 and Working Holiday Visa, are now allowed to enter into Indonesia
with a round trip ticket.
Asian- Pacific Economic
Corporation ( APEC) Business Card holders and Traditional border
crossing pass /card holder are now allowed to enter into Indonesia in
addition to foreigner nationals holding a Temporarily/Limited Stay (
ITAS/KITAS
) or a Permanent Stay Permit ( ITAP/KITAP) , Diplomatic
visa on diplomatic passport and the above types of visa .
The above-mentioned Visitor Visa and Temporary stay visa can be issued electronically as e-Visa.
All
passengers are required to abide by the existing Indonesian health
protocol without fail and hold a valid passport with a validity period
of more than six months. Bringing a passenger with a passport of less
than six months
validity period to Indonesia will entail a fine of IDR50,000,000.00 equivalent to USD3500.00.
Visa on arrival facility and transiting Jakarta are still suspended.
Handling at the entrance
Every citizen and foreigner
who enters Indonesia must follow the health quarantine procedure and
additional health checks in Indonesia.
Additional health checks include:
- Interview
- Check temperature, signs and symptoms of covid-19
- Oxygen saturation check
- Rapid test and or pcr examination.
Every citizen and foreigner must apply covid-19 prevention and control principles by:
- Physical distancing
- Always wear a mask
- Implement clean and healthy behaviour (phbs)
Every
Indonesian citizen who returns to Indonesia needs to bring a health
certificate wherever possible in English which is valid for a maximum of
7 days since it is issued by the health facility from the country of
origin, and is validated by
the port health office doctor at the port / airport / state
land border post (plndn) on arrival.
Indonesian citizens who return with a health certificate proving the results negative pcr
examination covid-19:
- Additional health checks are carried out except for rapid test or pcr,
- If
no diseases and / or risk factors are found in the health examination,
the port health office (kkp) issues health clearance and health alert
card (hac) to the relevant parties.
- Can continue the trip to the area of origin by bringing a letter of travel from the local
covid-19 handling task force. - Undertake
independent quarantine at each home for 14 days, apply physical
distancing, wear masks and apply clean and healthy behaviour (phbs).
- Health
clearance is submitted to the local neighbourhood association (rt / rw)
which is then forwarded to the local puskesmas/public health centre so
that the monitoring is carried out during the quarantine period at home.
Indonesian citizen who returns, if:
- Do not carry a health certificate;
- Bring a health certificate with a validity period of more than 7 days; or
- Bring
a health certificate but do not prove negative pcr results of covid-19.
Additional health checks are carried out including rapid tests and / or
pcr.
If specimens can be collected for pcr examination at
the entrance, Indonesian citizens can wait temporarily at the
quarantine facility / facility prepared until the results of
the pcr examination come out. Indonesian citizen with
covid-19 negative pcr result and no disease and / or risk factors found
in the health examination, then:
- Will be provided a health clearance by health workers in quarantine facilities
- Bring a health alert card (hac) that has been given at the entrance.
-
Can continue the journey to the area of origin by carrying a travel
permit from the local covid-19 handling task force, and always wears a
mask during the trip. Their trip to the area of origin can be
facilitated by the government.
- Perform independent quarantine
in each home for 14 days, apply physical distancing, wear masks,
and apply clean and healthy behavior (phbs).
E. Health clearance is
submitted to the local neighborhood association (rt /
rw) which is then forwarded to the local puskesmas/public health
center, so that monitoring is carried out during the quarantine period
at home.
If no pcr examination can be performed at the entrance, then rapid tests are to be carried out for Indonesian citizens.
Indonesian citizens with non-reactive rapid test results, then:
- Quarantine is carried out at the quarantine facility prepared by the government or other parties.
- The
task force for the acceleration of national / regional covid-19
handling or other parties provides transportation facilities from the
entrance to the quarantine facility / facility.
- Kkp still provides hac to those concerned.
- The
quarantine period lasts until the results of pcr examination (if
carried out at the quarantine facility) are negative covid-19, or
the results of the rapid test re-examination
on the 7th to the 10th days is non-reactive.
Indonesian
citizens with reactive rapid test results or covid-19 positive pcr
examination results, are referred to the emergency hospital / referral
hospital in the local area by implementing an infectious disease
referral protocol.
every foreign national entering Indonesia must
have a health certificate in English stating the results of covid-19
negative pcr checks. The health certificate is valid for a maximum of 7
days from the issuance of the health facility from
the country of origin, and is validated by the doctor of the
port health office at the port / airport / plbdn arrival.
Foreigners entering by bringing a health certificate proving covid-19 negative pcr results:
- Additional health checks are carried out except for rapid test or pcr.
- If
no diseases and / or risk factors are found in the health examination,
kkp issues health clearance and health alert card (hac) to the relevant
parties.
- Can continue the journey to the destination area by
bringing a travel permit from the local covid-19 handling task force,
and always wearing a mask during the trip.
- Undertake independent
quarantine in their residence for 14 days, apply physical distancing,
wear masks, and apply clean and healthy behavior (phbs).
- Health
clearance is submitted to the representative of their country to be
forwarded to the local health department so that monitoring is
carried out during the quarantine
period.
Foreigners who do not bring a health
certificate, or carry a health certificate with a validity period of
more than 7 days, or carry a health certificate but do not prove the
results of a negative pcr examination, then:
- Additional health checks will be carried out including the rapid test.
- Foreigners
who have comorbidities and the results of the rapid test are reactive,
will be carried out referral and isolation measures to the emergency
hospital / covid-19 referral hospital.
- Foreigners who have no symptoms and do not have comorbidities with reactive
rapid test results are recommended to the immigration officials for deportation - If the results of the rapid test is non-reactive are recommended to immigration officials for deportation.
For
foreigners who are crew members who will change their duties (sign off)
in the territory of Indonesia that are permitted in accordance with
applicable regulations, are required to have a
health certificate
with a negative
pcr covid-19 examination result, which has a validity period
of more than 7 days due to the long voyage journey , then:
- Additional
health checks will be done in the form of interviews, temperature
checks, covid-19 signs and symptoms examination, and oxygen saturation
checks.
- If no disease and / or risk factors are found in the
medical examination, they can continue their trip back to their country.
Kkp issues health clearance and health alert cards (hac).
- Undertake
independent quarantine on ships / quarantine facilities if they cannot
return directly to their country, and while waiting they will be
supervised under the supervision of the kkp, immigration officials and
security forces.
Aircraft crew and / or ship crew which is
Indonesian citizens who are carrying out tasks, additional health checks
and rapid test will be carried out.
- If the results of the rapid test are non-reactive and no disease and / or risk factors are found in the health examination:
1). Can continue the journey by bringing health clearance and health alert
card (hac).
2).
Undertake independent quarantine at quarantine facilities prepared by
the person in charge, to carry out the next assignment schedule.
3). Apply physical distancing, wear masks, and apply phbs.
4). A rapid test will be performed again on the 7th until 10th days since the previous rapid test.
- If
the results of the rapid test are reactive, a referral is made to the
emergency hospital / referral hospital in the local area by applying the
infectious disease referral protocol.
If a traveller is
found with the results of a reactive rapid test or the initial
information that there is a disease and / or health risk factor in the
conveyance, a disinfection is carried out by the kkp.

JAPAN Restriction Detail
Date: 28 August 2020
As per the NOTE VERBALE ref 193/20 dated 28 August 2020, in addition to the measures explained in the
previous note (Ref.No. 167/20) the Japanese government added the under
listed countries to the entry ban list (The List of countries
are enlarged from 146 to I S9 countries).
List of countries added to the entry ban are as follows:
Belize,
Bhutan, Ethiopia, Gambia, Lesotho, Malawi, Nigeria, Rwanda, South
Sudan, Tunisia, Trinidad and Tobago., Zambia and Zimbabwe.
The details of the measures:
Resumption of Cross-Border Travel and other measures
1 Re-entry into Japan by foreign nationals residing in Japan with the status of residence
Taking
into account the expansion of the testing capacity at airports and
other factors, foreign nationals residing in Japan with the status of
residence (*1) will be permitted to re-enter Japan from the
country/region designated as an area subject
to denial of permission to entry into Japan if the person
possesses valid re-entry permit and goes through specific procedures to
be implemented from September 1.
(*1) The relaxation is only
applied to those who pledge to abide by the additional quarantine
measures and obtain the Receipt for request of re-entry from the
Immigration Services Agency of Japan in advance.
2 Re-entry of foreign nationals with the status of residence who have already departed from Japan
Foreign
nationals with the status of residence who have already departed from
Japan between the day (*2) when the country/region where the foreign
national is currently staying became an area subject to denial of
permission to entry into Japan
and August 31 will be permitted to re-enter Japan from
September 1 by going through specific procedures (*3).
(*2) It
will start form April 3. If the countries/regions were designated as
areas subject to denial of permission to entry before April 2, this date
is April 3.
(*3) The relaxation is only applied to those who
obtained the Letter of Confirmation of Submitting Required Documentation
for Re-entry into Japan at the Japanese overseas establishments.
3 Measures to prevent the spread of infections and others
(1)
For those who re-enter Japan as referred to in 1 and 2 above, the
additional quarantine measures such as the presentation of a certificate
of being tested negative by a test conducted within 72 hours prior to
the departure time of the
flight will be taken for the prevention of the spread of
infections
(2) The testing capacity and system at airports will continue to be strengthened.
4 Continuation of the current border control measures and other steps
(1) Additional designation of areas subject to the denial of permission to entry into Japan
Designating
the entire areas of 13 countries listed below as areas subject to the
denial of permission to entry into Japan based on the Immigration
Control and Refugee Recognition Act (*4). Entry into Japan by foreign
nationals
who have visited the designated areas within the last 14
days will not be permitted unless there are special exceptional
circumstances (*5).
Belize, Bhutan, Ethiopia, Gambia, Lesotho,
Malawi, Nigeria, Rwanda, South Sudan, Tunisia, Trinidad and Tobago,
Zambia, and Zimbabwe
(*4) As a result of this additional
designation, a total of 159 countries/regions are subject to the denial
of permission to entry into Japan. Please refer the attachment for the list of the 159 countries.
(*5)
Foreign nationals with the status of residence, who have left Japan
with re-entry permits by August 29, are treated, in principle, as
persons with special exceptional circumstances upon re-entering Japan
when arriving from the abovementioned
13 countries subject to the denial of permission to entry
into Japan. The "Special Permanent Resident" has not been subject to
denial of permission to entry into Japan.
(2) Strengthened quarantine measures
Covid-19
testing will be conducted for those who arrive in Japan with the record
of visiting the countries listed in 4 (1) above within 14 days prior to
their entry into Japan.
The measures described in 4 (1) and
(2) will be implemented from 0:00 am (JST) on August 30 and will remain
in place for the time being. The measures will also be applied to those
who will depart a country/region
outside Japan before these measures become effective and
arrive in Japan after they become effective.
(3) Continuation of the current border control measures
The
period of strengthened quarantine measures, visa
restrictions, limitation on the number of arrival airports for passenger
aircraft and measures to curb the number of arrival passengers by

Effective
immediately, you can start accepting foreigners with residence permit
in accordance with the below regulations/requirements.

issued within 72 hours before departure.
Japan – foreigners who fall under the following category are allowed to enter japan:
“permanent resident”,” spouse or child of Japanese national”, “spouse or child of permanent resident” and “long term resident”
Effective
5 august 2020, they are allowed to enter, if they have left
japan before the day when country/region where such foreign nationals
are currently staying was designated as an area subject to denial of
permission to entry into
japan
Effective 1 September 2020, they are allowed to enter,
even if they have left japan after the day when country/region where
such foreign nationals are currently staying was designated as an area
subject to denial of permission to entry
into japan
If they have stayed in Bangladesh,
Pakistan, the Philippines and Peru within 14 days prior to landing in
japan, they can enter japan from 7 august.
For all the cases
above, they must hold a re-entry confirmation letter issued by the
Japanese embassy overseas and negative pcr test result certificate
issued within 72 hrs before departure.
Japan – new requirements for seamen who will transfer to a ship in japan: (refer to the attached)
Effective
immediately and until further notice, in the event that one (1) member
in a group of two (2) or more crew members (seamen) traveling together
tests positively for pcr or antigen tests currently being conducted at
nrt, all remaining members
of that particular ship's crew group will be denied entry
into japan even if they were tested negative, and said group will be
handled as an inad case.

KOREA Restriction Detail

Republic of Korea RT-PCR requirements:
- Passengers
traveling to the Republic of Korea, including transit passengers, do
not require COVID-19 test certificate to enter the Republic of Korea,
with the exception of passengers holding a crew member visa (C-3-11) who
require COVID-19
PCR test result issued within 48-hours of departure.
- Symptomatic
inbound passengers will be tested upon arrival while asymptomatic
inbound passengers will be subjected to 14 days mandatory
self-quarantine or quarantine at a government-designated facility in
accordance with the visa type, and
be tested within14 days after entry.

South Korea COVID-19 requirement with regard to seamen
Effective
from July 24, 2020 Korean Immigration announced that seamen of all
nationality traveling on duty to Korea must have COVID-19 negative PCR
test certificate and valid visa.
This does not apply to the below listed 21 countries:

New Caledonia, Palau, USA, Guyana, Mexico, Nicaragua, Dominican
Federation, Barbados, Venezuela, Saint Vincent and the Grenadines, Saint
Kid's Nevis, Malta, Ireland, UK, Monaco, Vatican, San Marino, Andorra,
Albania, Slovenia)
While checking-in seamen, if the check-in agent
gets a system response code number 93 with a message 'check the
quarantine requirement for Korea', the check-in agent should check if
the seaman holds COVID-19 negative PCR certificate along with
a valid visa.
The seaman holding both VISA and
COVID-19 negative PCR certificate departing from the below listed
countries could be accepted to travel to Korea only if they hold
COVID-19 PCR certificate from hospitals that are designated by the
Korean consulate or
embassy:

Notice on Suspension of Re-Entry Permit Exemption and Submission of Diagnosis for Re-Entry of Long-term Stayers
- Suspension of Re-Entry Permit Exemption and Application for Re-Entry Permit
- Beginning
June 1, 2020, registered aliens who are seeking re-entry into the ROK
after departure are required to obtain a Re-Entry Permit in accordance
with Article 30 of the Immigration Act, and leaving the Republic of
Korea without a Re-Entry
Permit will result in the cancellation of Alien
Registration.
- Yet, those with Diplomats (A-1), Government
Officials (A-2, A-3) or Overseas Korean (F-4) status do not need to
apply for a Re-Entry Permit and are allowed to re-enter the ROK as
previously done.
- Re-Entry Permit can be applied for at
immigration offices across the nation including at the airports. (Since
it may take time to apply for a Re-entry Permit at the airport, please
visit the airport earlier than usual on the departure date,
to complete the application)
2. Submission of Diagnosis for Re-Entry of Long-term Stayers
- Beginning
June 1, 2020, registered aliens (except Diplomats (A-1), Government
Officials (A-2, A-3) and Overseas Korean (F-4) status) seeking re-entry
into the ROK after departure are required to undergo a medical
examination related to COVID-19
within 48 hours prior to the date of departure for the
ROK and carry and present a medical certificate (diagnosis) detailing
the results to re-enter the ROK.
NOTE
- A diagnosis must be written either in Korean or English and be issued by an authorized local medical institute.
- it
must include the date of examination and the presence or absence of
fever, cough, chills, headache, difficulty of breathing, muscle pain and
pulmonary symptoms, and must be signed by a medical examiner.
- It does not have to include a COVID-19 test result (Test Negative).
(A medical certificate (diagnosis) listing a COVID-19 negative result shall also, be deemed as valid.) - Failure
to undergo the examination or present a written diagnosis, and
forging/falsifying documents or presenting false documents will result
in denial of boarding and entry, and other disadvantages.
- Yet,
those with a valid ‘Isolation Exemption Certificate’ issued by a Korean
embassy or consular office are exempted from the obligation to submit a
written diagnosis and are allowed to re-enter the ROK as an exception.

14 May 2020, the Government of Korea has changed some of the current
quarantine measures regarding COVID-19 applied to foreign travelers
entering Korea from abroad effective
14 May 2020
Beginning from 14 May 2020, holders of
A1, A2 or A3 Visas are allowed after being tested for COVID-19 at
the airport during daytime (09:00-19:00) or a government designated
facility
during night time (19:00-09:00), to go to their residence
without having to wait in the facility for the test result (it takes
normally 1 night and 2 days),
with the following conditions.
- After
the test, they shall proceed straight to their resident from the
airport or the facility by their own car or an Embassy vehicle and wait
to be informed of the test result. Public places such as hotels
and guesthouses are not
considered appropriate to await the test result.
- If
tested negative, they will be put under "active monitoring;". All
holders of Al, A2 or A3 Visas should voluntarily quarantine themselves
at their residence and avoid contact with other people during the period
of 14 days active
monitoring active monitoring.

permitting entry into the State of Kuwait using it.

Kuwait Travel restriction update:
As
per circular ref No. 2020/95 dated 23 August 2020 from Kuwait DGCA,
all airlines operating at Kuwait International Airport must adhere to
the following instructions:
- The validity period of the
Corona-virus (COVID-19) test certificate has been amended from (72)
hours to (96) hours to passengers arriving to the State of Kuwait,
validity period of such certificate will be considered from the date of
taking
the test until the date of acceptance on board the
flight,
- The Islamic Republic of Afghanistan has been added to
the banned list countries (to becomes (32) countries), no arrival
passengers will be allowed to enter the State of Kuwait coming from
those countries,
- The Corona-virus (COVID-19) PCR test
certificate issued by the State of Kuwait will be sufficient for
departing passengers with travelling period not exceeding four days, on
coming back to the State of Kuwait arrival passengers will not undergo
(PCR) test, providing their (PCR) test certificate is
still valid, with passengers compliance with all health conditions.
All
passengers coming to the state of Kuwait from any country, either they
are Kuwaiti or non-Kuwaiti, are required to provide (RT-PCR) test
approved certificate, providing a negative result and not being affected
with (COVID-19) virus, such certificate
validity should not exceed 72 hours between the test date
and arriving date to the state of Kuwait.
As per circular No.
2020/91 dated 09 August 2020 from DGCA of Kuwait, subsequent to circular
No. 88/2020, Non-Kuwait arrival passengers whom a first degree
relatives to Kuwaiti national (father-mother-husband-wife-final (sons
and daughters) are
allowed to enter state of Kuwait, Providing the prove of
their relationship, this also includes the house labors accompanying the
sponsor with a validity residency.

Further Kuwait travel restriction/requirement updates:
- Based
on the attached circular No. 2020/89 dated 04 August 2020, all Kuwaiti
citizens wishing to travel abroad must activate medical insurance
(travel insurance), providing that it covers the cost of treatment
abroad in e (PCR) test
approved certificate, providing a negative result and
not being affected with (COVID-19) virus. such certificate validity
should not exceed 72 hours between the test date and arriving date to
the state of Kuwait.
Circular No. 88/2020
Subsequent
to and further to circular No. 87/2020 dated 01/08/2020, and based on
the decision of the Health authority in the State of Kuwait, Non-Kuwaiti
passengers of all other nationalities arriving from the down listed
countries are not
allowed to enter the state of Kuwait, whether they are
coming directly from those countries listed below or via transit through
other countries not mentioned below within the list. Unless they have
settled in those unlisted
countries for a period of 14 days at least, after the 14
days they must conduct a PCR test for COVID-19 virus and provide an
approved certificate providing a negative result and not being affected
with COVID-19 virus. Validity of such certificate
should not exceed 72 hours between the test date and
arriving date to Kuwait.

listed countries. The list that was published under circular 85 is now
increased from 7 to 31
to include more and more countries.

Passenger
should update all their information correctly and secure system

2. Departure passenger should submit the QR code to the check in staff in which case he/she will be eligible for check in.

Before every flight, airlines must fully sterilize the aircraft
internally by the maintenance staff, according to the manufacturer's
instructions.
13. Airlines must, before accepting the passenger
to the State of Kuwait, ensure the passenger has a PCR test proving that
he is free from Corona Virus from an accredited health center, and
ensure that the certificate is no longer than
(72 hours) from the date of the examination.

Airlines must not accept any passenger to the State of Kuwait, showing
any symptoms of high temperature (>37.5 degree) or symptoms of Corona
virus.
15. Airlines must apply the required precautionary
medical procedures followed by the carrier, the State of Kuwait and the
destination before passengers enter the aircraft.
16. All
passengers must wear masks when disembarking from the plane and not
allow entry to those who do not comply with the procedures.
17.
Passenger operators, in coordination with airlines, should ensure
passengers are sterilized at the first entry point to the passenger
terminal
LEBANON Restriction Detail

All airlines and Ground Handling
Companies operating at BRHIA must follow the following instructions
starting from 23 September 2020.
First: All passengers arriving to Lebanon:
- All Passengers
arriving to Lebanon, except children under 12 years old, must perform
PCR test in a Lab. certi fied by the countries Local authorities latest
96 hours between the test resu lt and the date of arrival
to Lebanon and to show the test result at check-in
counters. Passengers not having negative PCR test result are not allowed
to board the plane departing to Lebanon.
- All Passengers
arriving to Lebanon must complete the Medical form issued by Lebanese
Ministry of Public Health before their boarding to Lebanon, this form

Second: Passengers arriving from Iraq, Syria, Turkey and all African countries:
- All
Airlines shall collect 50 USD on every passenger wishing
to travel to Lebanon, except Children under 12 years age, UNIFIL and
members of diplomatic delegations acting in Lebanon, which is the cost
of
PCR test or other medical diagnostic measures that every
passenger shall undergo upon arrival to BRHIA through Labs authorized
by the Lebanese Ministry of Public Health at the Airport,
- All
passengers arriving to Lebanon from Syria, Turkey and all African
countries, who performed a PCR test in those countries, shall be home
quarantined for a period of 48 hours from the date of their arrival to
Lebanon until they
are informed by the result of PCR test conducted at
BRHIA.
- All Lebanese and residents of foreigners passengers
arriving from Iraq shall be home quarantined period of 72 hours from
the date of arrival to Lebanon, during which they shall be subject
to another
test, at their own expense.
- All passengers
arriving from Iraq, except Lebanese and resident foreigners, shall have
a prepaid hotel booking for 72 hours in one of the following hotels
designated by the Ministry of Tourism in Lebanon with discounted rates:

Passengers
who do not have the above Hotel Booking are not allowed to board the
plane departing to Lebanon, and upon their arrival, they shall remain at
the hotels for a period of 72 hours during which a second PCR test will
be conducted
for them. Passengers whom PCR test results were positive
shall pay for their treatment cost at their own expense.
Third: Passenger traveling from other countries:
All passengers arriving to Lebanon from other countries are allowed to choose between:
- Repeat
the PCR test, conducted in the countries of departure; latest 72 hours
alter their arrival to Lebanon and at their own expense. Or
- Stay home or hotel quarantined for a period of 10 days from the date of their arrival to Lebanon.
Exemptions:
- Passengers
who travelled out of Lebanon and will return within one week, that is,
those who travelled during one day of the week and will return on the
same day during the following week, are exempted from doing
PCR test in the countries of departure, and:
- Passengers arriving from Iraq, Syria, Turkey and all African countries: Must conduct a PCR test upon their arrival at BRHIA.
- Passengers
arriving from other countries: Must conduct a PCR test upon arrival to
Lebanon or latest 72 hours from the date of their arrival, at their own
expense.
Cabin crews arriving to Lebanon for a period
of no more than 48 hours are exempted from doing PCR test upon arrival
at the airport, and they shall remain quarantined in one of the
mentioned hotels
throughout their stay in Lebanon.
All relevant previous circulars are considered cancelled and all airlines shall comply with this circular starting from 23/09/2020, otherwise violating airlines will be fined.
MADAGASCAR Restriction Detail

Further to earlier communications,
ACM/Civil Aviation of Madagascar has introduced the following additional
travel and health protocol:
- Nosy Be Airport is open for tourists, repatriation citizens and resident card holders of Madagascar.
- Passengers
who arrive at Madagascar after 03 October will carry out mandatory
Covid-19 PCR test at a cost of 100,000 Ariary (equivalent USD30.00 or
EUR25.00). This mandatory test is in addition to the negative COVID-19
PCR test result carried
out at least 72 hours before boarding.

MALAWI Restriction Detail
Date 27 July 2020
Republic of Malawi:
- Flight
suspension is lifted with effect from 01 September 2020. The
operations shall be restricted to Kamuzu International Airport only
until further notice.
Travelers, air operators and all aviation stakeholders are advised to note/requirements/ the following:
- All
arriving passengers into the Republic of Malawi shall be required to
produce a negative SARS Cov-2 PCR test certificate obtained within
10days prior to arrival in Malawi. Any passenger without the said
certificate will be denied
entry. All arriving passengers will be required to
proceed on self-quarantine for 14 days during which time they will be
followed up by Health Authorities.
- As it is now becoming a
standard requirement for air travel, all travelers originating from
Malawi shall also be required to hold a negative SARS Cov-2 PCR test
certificate conforming to the prescription of the Authorities at their
intended
destinations.
- Arriving passengers may be required to provide
samples for Covid-19 testing. Samples will be collected at the airport
and test results will be communicated to the concerned within 48hrs;
- Any symptomatic passengers will be handled according to specific guidelines laid down by the Health Authorities;
- All
travelers and service providers shall observe the infection control
protocols such as social distancing, hand washing/sanitizing and wearing
of masks as necessary, body temperatures will be checked at various
strategic points;
- All arriving passengers shall fill and submit
Travel Surveillance Forms (TSF) which shall be made available on board
aircraft or in the airport terminal building. The duly filled forms
shall be handed over to Health personnel in the
terminal building;
- All air operators shall be
required to institute all the necessary corona virus spread control
measures including disinfection of aircraft at origin and termination
points of a flight, wearing of masks at all times during flight and
hand washing/sanitizing by crew and passengers and
limiting movements within the cabin;
- Any suspected Covid-19
case(s) while in flight shall be reported by the flight commanding
officer to the port health office at the airport through Air Traffic
Control.

Malaysia entry/exit Requirements:
Please
find notification from Immigration Malaysia on the Malaysian
Government’s entry ban on citizens of countries recording more than
150,000 cases of Covid-19.
- All passengers with visit visa are still NOT allowed to enter Malaysia
- The blanket entry ban applies to Citizens from 23 countries to take effect from Monday Sept 7.
The countries are: the United States, Brazil, India,
Peru, Columbia, South Africa, Mexico, Argentina, Chile, Iran, Pakistan,
France, Turkey, United Kingdom, Germany, Iraq, Spain, Philippines,
Indonesia, Italy, Saudi Arabia, Russia and
Bangladesh.
- Also barred are spouses (from the aforesaid countries) of Malaysian citizens and their children.

pass holders in the aforesaid countries are included in the Ban.

monitored quarantine facility for a period of 14 days from the time of
arrival. All costs associated with quarantine and COVID-19 Test are to
be covered by passenger

Malaysia on entry/exit procedures for Malaysian Citizens:

MOZAMBIQUE Restriction Detail
Date: 23 December 2020
- All passengers must present a proof of Reaction test in Polymerase Chain (PCR) with negative result SARS-CoV-2, carried out in the country of origin in last 96 hours before departure, being exempt from quarantine
regime after arrival;
- The validity of the SARS COV-2 PCR test is 14 days, counted from the sample collection date, for Mozambicans or foreign nationals who need multiple entries into the country in a short period of time or take a short trip abroad;
- National citizens returning home and who do not have a valid SARS COV-2 PCR test (expired Covid test), CAN STILL BOARD, but subject to the quarantine regime or testing at their own expense at arrival;
- Children from 0 to 11 years of age are exempt to present the COVID-19 test when entering the national territory.
Passenger can enter into the country via one of the below options:
- Mozambican citizen
- Foreigner coming to work, with valid work Visa
- Foreigner with valid Residence Visa
- Foreigner for tourism (visa on arrival), as long as he/she has settled hotel booking and return ticket within 30 days of departure flight as tourism visa is issued for 30 days
If work visa and residence visas are not valid, passenger must possess an additional specific immigration authorization.

- Children from 0 to 11 years of age are exempt to present the COVID-19 test when entering the national territory.

Mozambique entry requirements:
- Passengers coming for Tourism can now get visa on arrival as long as they are eligible per TIMATIC. However, the passengers coming for touristic purpose should have confirmed hotel booking. They should also be able to have enough currency/money
to support themselves during their stay.
- Still entry is subject to screening & profiling of the Immigration personnel.
- Passengers must have confirmed return tickets.
- All passengers must have a negative COVID-19 PCR test result done at origin within 72hrs of departure.
- For Citizens (ONLY) PCR is required but if they come without PCR test, they will do mandatory self-quarantine of 14 days
- Children up to 11 years of age are exempted from presenting PCR result
- The 14 days mandatory self-quarantine has now been lifted
- All those coming in for work purpose still need to have
- Valid work Visa

Mozambique entry requirements:
- Mozambican Citizens are authorized for entry and exit without prior approval from Ministry of Interior.
- Foreigners who want to leave Mozambique can exit without prior approval or authorization from Ministry of Interior
- Foreigners those who want to enter Mozambique, can be allowed provided that they have the following documentation:
- Valid temporary stay visa
- Valid DIRE / residence card
The grace period of accepting passengers with an expired Work/Residence permit has now ended. All foreigners coming to Mozambique need to have a valid document.
There is no Visa on Arrival; hence prior visa needs to be secured for other travelers beforehand.
Mozambique COVID-19 related entry requirements: Decree 69/2020 of 11 Aug.
- all passengers must have a negative COVID-19 PCR test result done at origin within 72hrs of departure to be able to enter Maputo
- all passengers will have to do mandatory Self quarantine for 10 days
- after 10 days, they must repeat the PCR test and the cost will be covered by passenger only
- if passenger cannot pay for the PCR test, he/she must do quarantine for 14 days
- at public places, the face mask or face shield is mandatory
- social distancing of 1.5m is a must
MYANMAR Restriction Detail
- Nationals of China (People's Rep.) traveling to Myanmar can no longer obtain a visa on arrival.
- Nationals of China (People's Rep.) cannot transit without visa (TWOV) in Myanmar.
- Passengers arriving from China (People's Rep.) on any Chinese airline can no longer obtain a visa on arrival.
- Passengers
who have been in Hubei Province of China (People's Rep.) and Daegu and
Gyeongbuk Regions of Korea (Rep.) in the past 14 days are not allowed to
enter Myanmar.
This does not apply to nationals of Myanmar. They are subject to 14-day quarantine upon arrival in Myanmar.
- Passengers who have been in areas other than Daegu and Gyeongbuk
Regions of Korea (Rep.) are required to present a medical certificate
that proves no symptoms of acute respiratory illness prior to boarding.
They are subject to 14-day quarantine
at their home or hotel upon arrival in Myanmar.
- All
passengers who have been in France, Germany, Iran, Italy or Spain in
the past 14 days are subject to quarantine for 14 days.
NAMIBIA Restriction Detail

According to
the latest COVID-19 regulation of Namibia, persons entering Namibia
shall be required to present negative Covid-19 PCR test result which is
not older than 7 days and which is issued by a certified laboratory.
Passengers without Negative
PCR test result shall be subjected to mandatory quarantine

Namibia COVID-19 regulation
Date: 01 September 2020
Namibia
re-opens the Hosea Kutako International Airport to international
tourists effective 01 September 2020 with the following requirement:
- All
visitors must adhere to current safety and health regulations under the
COVID-19 State of the Emergency. Regulations can be obtained at www.namibiatourism.com.na
Entry Requirement
- Entry into the country will only be allowed via Hosea Kutako International Airport as from 01 September 2020.
- All
tourist arrivals must have a negative PCR result not older than 72
hours before boarding to be allowed entry into Namibian territory.
- Tourists
must complete an epidemiological questionnaire to be submitted together
with the full travel itinerary to health staff on the ground at the
airport. Form can be obtained at www.namibiatourism.com.na
Requirements for the Airlines
- Airlines
should adhere to international aviation standards as prescribed by IATA
(International Air Traffic Association) covid-19 health and safety
measures.
- Airlines must make sure that travelers boarding to
Namibia are in possession of valid PCR test issued by an accredited
testing center in the country of origin of the traveler's trip.
- Must ensure that all passengers have PCR tests results that are not older than72 hours.
- Passengers with PCR tests older than 72 hours or with no test will be turned back on the cost of the airline.
- Passengers
must be scanned and screened for temperature before boarding and those
with temperatures more than 38°C must go through necessary assessment
and testing for Covid-19 before they are allowed to board.
Testing/Screening on Arrival
- All international passengers arriving into Namibia will undergo temperature screening.
- Symptomatic
travelers with body temperatures equal to or above 38°C will be tested
for Covid-19 at the airport. In addition to this temperature level, if a
traveler is coughing, has shortness of breath, difficulty in breathing,
sore throat
and headache - they will be isolated in specific
facilities designated by the MoHSS until their results are ready.
- A
traveler, who provides on arrival a valid and negative PCR result in
compliance with entry requirement, will be allowed to proceed to the
certified tourist facility of booking for 7days seclusion.
Seclusion Requirements
- All
travelers will be required to stay for 7 days at their first tourist
facility or accommodation which must be duly registered with NTB and
health certified by MoHSS
- All travelers who entered Namibia will
be tested for COVID -19 on day 5 of seclusion at the first tourist
facility of their stay. Test Results will be provided by day7 after
which tourist will be allowed to continue with itinerary if results
are negative. If the result is positive, the tourist
will be taken to an isolation facility.
Visas Requirement
- All travelers must adhere to the existing visa requirements applicable to their countries.

Niger entry requirement:
- All citizens including foreigners with valid VISA are allowed to enter Niger.
- Mandatory certificate of negative COVID-19 RT-PCR test less than 72 hours validity.
- A
fine of 500 Euros per passenger will be imposed on the Airline, if the
passenger boarded without a negative COVID-19 PCR test result or with an
invalid negative COVID-19 PCR test result exceeding 72 Hours.
- Any
foreign traveler, who refuses to be tested on arrival for the COVID-19
test at the Airport, will be deported on the same flight.
- Any
Nigerien traveler who refuses to be tested on arrival the COVID-19 PCR
test at the airport, will be quarantined at his own expense in a hotel
provided for this purpose and his passport will be withheld by the
police until the test is carried
out.
- Any passenger who has been tested for COVID-19 PCR at the airport will have their passport taken by the police until the result
Niger Restriction Detail
Date: 28 November 2020
Niger entry requirement:
- All citizens including foreigners with valid VISA are allowed to enter Niger.
- Mandatory certificate of negative COVID-19 RT-PCR test less than 72 hours validity.
- All passengers coming to Niger, who present the negative COVID-19 PCR test at the airport will have their passports withdrawn by the police and they will be placed in home self-lockdown for 7 days. A COVID-19 test will be done on the 7th day for
free by the health services. If the test result is negative, the self-isolation will be terminated, and the passports will be returned to those concerned. This measure does not concern short-stay travelers of less than 14 days. This will come
into force from November 27, 2020.
- Passengers coming to Niger without valid COVID19 PCR test, they will get test up on arrival at the expense of the passenger.
- Any foreign traveler, who refuses to be tested on arrival for the COVID-19 test at the Airport, will be deported on the same flight.
- Any Nigerien traveler who refuses to be tested on arrival the COVID-19 PCR test at the airport, will be quarantined at his own expense in a hotel provided for this purpose and his passport will be withheld by the police until the test is carried
out.
- Any passenger who has been tested for COVID-19 PCR at the airport will have their passport taken by the police until the result.
NIGERIA Restriction Detail

PROTOCOL FOR ALL PASSENGERSORIGINATING FROM UNITED KINGDOM (UK) AND SOUTH AFRICA:
With the recent spike in cases of COVID-19 in Nigeria and the reported highly transmissible new variant of the virus in the United Kingdom and South Africa, the Federal Government of Nigeria through the Presidential Task Force (PTF) on COVID-19 has
reviewed the quarantine protocol as follows:
- Passengers originating from United Kingdom (UK) and South Africa:
For flights and passengers originating from the United Kingdom (UK) and South Africa with final destination being Nigeria, the following shall apply:
- Passengers MUST present the following two documents in order to be allowed to board their flights to Nigeria –
- Pre-departure PERMIT TO FLY/QR code generated from the Nigeria International Travel Portal (https://nitp.ncdc.gov.ng) showing evidence of payment for
the post-arrival day 7 COVID-19 PCR test and;
- Documentary evidence of a NEGATIVE COVID·19 PCR result done within 96 hours (4 days) of boarding from a verifiable laboratory or health facility.
- On arrival in Nigeria, passengers will be received and processed separately by Public Health authorities.
- All passengers will be required to self-isolate for 7 days after arrival followed by a COVID-19 PCR test.
- Passengers with a post-arrival NEGATIVE COVID-19 PCR result can exit isolation at day 8. Those with a POSITIVE COVID-19 PCR result will be referred for isolation and further management.
- A dedicated register of arriving passengers from the United Kingdom and South Africa will be opened for enhanced surveillance and active enforcement of these protocols.
- Affected Airlines:This applies to all airlines with passengers originating from the United Kingdom and South Africa regardless of transit arrangements.
- Applicability:
This shall be applicable to scheduled and non-scheduled flights conveying passengers originating from United Kingdom and South Africa. The earlier quarantine protocol which became effective on
18th September 2020 shall continue to subsist for flights originating from other countries except for the validity of the Pre-departure PCR test result which will now be 96 hours (4 days) from date of departure.

Punitive measures shall be taken against airlines who fail to comply with this All Operators Letter. The punitive measures shall include but not limited to the following:

2. ENTRY OF SPECIAL RESIDENT RETIREE'S VISA (SRRV) HOLDERS

is to remind all concerned airlines that the entry of foreign
individuals holding Special Resident Retiree's Visa (SRRV) to the
Philippines is not yet allowed at this time, except upon prior
endorsement from the Secretary of the Department
of Tourism (DOT) to the Department of Foreign Affairs (DFA),
who, in turn will endorse the permission for entry to the Bureau of
Immigration (Bl).
In this regard, airlines are mandated to deny
boarding of passengers with SRRV who do not possess the required entry
permission as communicated by the DFA to the concerned post overseas.

Travel requirements of Republic of Congo for travels to BZV/PNR in relation to COVID-19:
1.
Passengers presenting negative results for the COVID-19 RT-PCR test for
less than 72 hours are not subject to the screening test on arrival and
can continue with the formalities for entering the national territory
with a view to their fortnight
(two weeks) at home;
2. Passengers showing negative
COVID-19 RT-PCR test results, lasting over 72 hours and less than ten
(10) days, will be tested upon arrival at the airport at their own
expense and then immediately released for the fortnight (two weeks) at
home;
3. Passengers who do not have COVID-19 RT-PCR test results
or who have COVID-19 RT-PCR test results older than ten (10) days will
be seated in the fortnight at their own expense in hotels retained by
the Government, upon designation by the Ministry
of Tourism and the Environment, then prescribed within 48
hours. The cost of the test is the responsibility of the traveler;

Passengers in the fortnight, whose results are negative, are released
for the continuation of the fortnight at home; those with positive
results are transferred immediately to one of the COVID-19 case
management sites;
5. Symptomatic passengers (showing symptoms of
COVID-19 disease) upon disembarking will be isolated and must observe
the compulsory fortnight at one of the sites selected by the Government
for this purpose. They will be tested twice during the
fortnight and released on negative test;

for this purpose until the continuation of their journey outside the
national territory;
7. Children under 11 years of age are exempt from all these provisions.

are permitted to carry non-Saudi passengers holding a valid visa

restrictions or ban on travel for reasons that are not related to

competent committee to take the necessary measures to prevent the spread
of the Covid-19 in the Kingdom by suspending travel to/from those

who meet the admission requirements of the immigration authorities are
also subject to the following requirements:
2.1. He must complete
a passenger location form (annex 2) before disembarking and is
collected on arrival. This sheet is available online on the website (www.dakaraeroport.com).
2.2. From the disembarkation, the passenger must scrupulously respect the hygiene measures in force at Senegal airports.
2.3.
If applicable, the passenger must present to the airport health
service personnel a COVID-19 negative test certificate, dated less than

who does not meet the conditions set out in point 3.3 is subject to a

month of August, visitors are permitted to stay in not more than 2
different approved establishments in the first 7 days.
8. Return ticket is mandatory for visitors.
Seychellois Travelers and Persons holding Resident Permit
1.
All Seychellois and persons holding resident permit who have spent at
least 14 days in a permitted country immediately prior to travel may
enter Seychelles and can stay in their own homes under passive
surveillance for up to 14 days after arrival.

Seychellois and persons holding resident permit currently in high risk
countries may apply to enter Seychelles (application form is available

3. The following additional conditions will apply:

Permission to enter by GOP Holders and dependents will first be cleared
by Employment and Immigration. Conditions for their travel and entry

2. Accommodation for the returning GOP Holder must be approved by the Public Health Authority.

SINGAPORE Restriction Detail
To minimize the spread of COVID-19, Singapore has implemented
precautionary measures for all passengers. Please refer to the notices
at the airport. If you are unwell, please identify yourself to the crew
and ground staff upon arrival.
All passengers entering Singapore,
including Singapore Citizens, must complete the electronic Singapore
Arrival Card with Health Declaration before proceeding to the arrival

All returning
residents with travel history to the United Kingdom or the United States
in the last 14 days are required to serve their 14-day Stay Home Notice

SOUTH SUDAN Restriction Detail
The following entry requirement measures /guidelines shall apply to
all passengers during the COVID-19 pandemic for South Sudan effective 01
June 2020:.
During Check-In:
- Social distancing,
- Wearing of Face Mask all the time while in the Airport,
- Wearing of Hand Gloves should be observed maintain by the passengers during check-in and
- While in the air social distancing should be observed while taking their seats in the aircraft
During Flight:
- Wear Face masks, hands gloves; before, during, after flights at all time.
- Maintain social distancing inside the aircraft
On arrival:
- All
Passengers must have a negative COVID-19 test result certificate done
within 96 hours before arrival into South Sudan. Exception is for south
Sudanese passport holders and foreign nationals of South Sudan origin.
- Do screening upon arrival and maintain social distancing in the process of screening
- Wear masks and hands gloves
- On arrival go for 14 days self-quarantine on your own expense.
- The aircraft should be sprayed immediately when the aircraft has come into a full stop
- The
cost of spraying should be taken care of by the Air operators Company
Passengers should have a valid visa (visa on arrival is suspended at
Juba Airport) except Nationalities of Kenya, Burundi, Rwanda, Uganda,
Tanzania, Egypt and Botswana.
Passengers must submit to a14 days quarantine in Juba at
their own expense before resuming to work.
SOUTH-AFRICA Restriction Detail

South Africa entry requirement effective from 01 October 2020 and will remain in force until further notice.
Travellers:
A)
On arrival, travellers will need to present a negative COVID-19 test
results not older than 72 hours from time of departure. This test must
be conducted by a certified medical practitioner and should have the
name and signature of the
practitioner who conducted such test.
B) Where a
traveller has not done a Covid-19 test prior to departure, they will be
required to remain in mandatory quarantine at their own cost for the
period of ten (10) days.
C) All travellers will be subjected to screening by Port Health Officials upon arrival and departure.
D)
All travellers detected with symptoms will be required to remain in
quarantine until a repeat COVID-19 test is conducted at their own costs.
E) All travellers to complete Traveller Health Questionnaire prior to arrival or upon arrival at the PoE.
F)
Travellers will also need to provide proof of accommodation address
should they need to self-quarantine at the time of arrival in the
country.
G) All travellers should wear masks at all times whilst within the Ports of Entry controlled area;
H)
International travellers should possess a mandatory travel insurance
which is supposed to cover the COVID-19 test and quarantine costs (This
doesn’t not apply to citizens and permanent resident holders of South
Africa). All these
travellers will be subjected to COVID-19 screening on
arrival.
I) South African immigration has suspended visa on arrival service .
Leisure
Travellers from the following high risk countries will not be permitted
to travel to South Africa: Please refer this link for updated countries

Exception:

passenger is allowed to board the flights without valid COVID-19 test
results; failure to adhere to this condition will be viewed as
contravention and might lead to administrative
penalties.
SUDAN Restriction Detail
Date 24 September, 2020
Sudan entry requirements:
- All
passengers including Sudanese nationals must possess a COVID-19
Negative PCR test certificate valid within 96 hours from the date of the
certificate issuance prior to their respective arrival.
- Children 6 years old and under are exempted.
- Any passenger arriving without the PCR test will be deported back and there will be a penalty.
- The health department has the right to isolate any passenger suspected with COVD 19 according to Sudan health law 2009
- Crews need to wear mask and gloves.
- Passengers need to wear mask and gloves at arrival and departure terminal.
- At this time there is no transit facility at Khartoum Airport.
Sultanate of Oman Restriction Detail

Sultanate of Oman travel restriction update effective date: 29 December 2020, 12:00 AM (Oman Local Time)
Passengers arriving to Oman:
- GCC citizens, residents with valid residency permits and passengers with valid visa are allowed to enter the Sultanate without prior approval.
- All passengers arriving in Oman are required to present a negative COVID-19 PCR test conducted within seventy two (72) hours prior to the scheduled time of arrival in Oman. The COVID-19 PCR test shall be a validated and certified medical test result
written in Arabic or English.
- All passengers arriving to the Sultanate of Oman are required to have international health insurance covering the cost of treatment from Covid-19 for one month except for citizens, GCC nationals and passengers with free treatment card.
- Before departure to the Sultanate of Oman, passengers must complete pre-registration via https://covid19.emushrif.om/traveler/travel for the PCR test in Oman, pay the
twenty five (25) OMR test fees and download Tarassud+. Airlines must not check in any passenger who did not complete this requirement.
- All passengers arriving to the Sultanate of Oman are subject to COVID-19 PCR test on arrival, (Tarrasud+) bracelet, quarantine for seven (7) days and COVID-19 (PCR) test on the eighth day.
- Aircraft crews, and children from aged 15 years and less are exempted from COVID-19 PCR test and Tarassud+ bracelet.

Sultanate of Oman travel restriction update effective 11 November 2020:
- All passengers arriving in Oman are required to present a negative COVID-19 PCR test conducted within 96 hours prior to the scheduled time of arrival in Oman. The COVID-19 PCR test shall be a validated and certified medical test result.
- A citizen who tests positive after recovering from COVID-19 is allowed to travel to Oman, after providing proof that he has completed the prescribed quarantine period before taking the COVID-19 PCR test prior to
departure for Oman.
- The quarantine period is amended to be (7) days from the date of arrival in Oman if the passenger has negative results of a COVID-19 PCR test conducted on arrival and another COVID-19 PCR test conducted on the 8th day if the passenger does
not wish to undertake a COVID-19 PCR test on the 8th day, the quarantine will continue for (14) days from the date of arrival.
- Children of age fifteen (15) years and below are exempted from the COVID-19 PCR tests and from the tracking wristband.
- Diplomats working at foreigner embassies accredited to Oman and diplomats visiting Oman are exempted from the COVID-19 requirements for passengers to and from Oman.
The other requirements issued in the previous circulars shall be implemented.

International flights during the lockdown (from 11 – 24 October 2020 and 08:00Pm to 5:00Am):
- International flights may continue operations as per their approved schedule.
- Aircraft crews operating international flights at times impacted by the lockdown are allowed to travel between the airport and their accommodation during the lockdown. The crew member shall show his/her employee card when requested by the competent
authorities.
- Passengers of international flights are allowed to travel between the airport and their accommodation during the lockdown. They shall show their tickets when requested by the competent authorities. Passenger(s) in need of transportation are allowed
to have one person to take them to/from the airport.
Domestic flights:
- Domestic flights are not allowed during the lockdown. The aircraft operators shall adjust their flight schedule to avoid the lockdown hours.

Luxembourg, Malta, Netherlands, Norway, Poland, Portugal,
Ro- mania, Slovakia, Slovenia, Spain, Switzerland and
United Kingdom are, as a general rule, not allowed to enter.
This
does not, however, apply to nationals of Andorra, Austria,
Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia,
Finland, France, Germany, Greece, Hungary,
Iceland, Ireland (Rep.), Italy, Latvia, Liechtenstein,
Lithua- nia, Luxembourg, Malta, Monaco, Netherlands, Norway,
Poland, Portugal, Romania, San Marino, Slovakia, Slovenia,
Spain, Sweden, Switzerland and the Vatican, and their
family members.
The entry restriction does not apply to passengers with a British passport and their family members.
The entry restrictions do not apply to passengers who reside in the following countries:

- Wearing of masks compulsory during flights
The
Federal Council has also decided that masks will have to be worn during
flights from 15 August. The wearing of masks on public transport has
been compulsory since 6 July. The measure concerns all scheduled and
charter flights taking off from
or landing in Switzerland, regardless of airline.
- Diplomats exempt from quarantine
Foreign
diplomats will be eligible for an exemption from the quarantine
requirement if their presence in Switzerland is necessary for the proper
operation of their embassies. Swiss diplomats will now also be exempt
from the requirement to go into
quarantine when returning from official business trips.
The
Swiss authorities have updated the list of mandatory 10-day-quarantine
countries (for passenger entering Switzerland from one of these
countries, including returning CH travellers).

- All travelers whether foreigners or
returning residents entering or leaving the United Republic of Tanzania
will be subjected to enhanced screening for COVID-19 infection. There
will be no 14 days mandatory quarantine upon arrival;
- All
travelers whether foreigners or returning residents whose countries or
airlines require them to get tested for COVID-19 and turn negative, as a
condition for traveling, will be required to present a certificate upon
arrival. Travelers
from other countries with symptoms and signs related to
COVID-19 infection, will undergo enhanced screening and may be tested
for RT-PCR;
- Crew
members shall not be subjected to present a negative test COVID-19
certificate as a condition of entry or departure. However, they will be
screened for symptoms and signs in line with the country's protocol;
- While
in the country, all international travelers should observe adherence to
Infection Prevention and Control measures such as hand hygiene, wearing
masks and keeping physical distancing as deemed appropriate,
- All
travelers are required to truthfully fill out Traveler's Surveillance
Form available onboard or in any other transport means and submit to
Port Health Authorities upon arrival,
- All arriving/departing conveyances must provide Advance Passenger Information.
- Pilot/Captain
in command of conveyance should prior to arrival submit to Port Health
Authority the dully filled conveyance health declaration forms.
- All
Conveyance operators should observe adherence to Infection Prevention
and Control measures such as hand hygiene, wearing masks and keeping
physical distancing as appropriate;
- Conveyances will be subjected to decontamination if deemed necessary.
THAILAND Restriction Detail

Passengers and airline crew are not allowed to enter Thailand until 30 September 2020. This does not apply to:
- Nationals and residents of Thailand
- Passengers who are spouses, parents or children of a national of Thailand

granted permission from government agencies to work in the Kingdom,

- Non-Thai nationals who are
students of educational institutions approved by Thai authorities,
including the parents or guardians of the students, except for students

TOGO Restriction Detail
Date: 15 October 2020
Togo travel restriction update:
- All passengers travelling to Lomé must show documentary proof of a negative COVID-19 PCR test taken no more than seven (7) days prior to boarding. The document containing proof of negative test results must also be
uploaded as part of completing the traveller declaration form.
On arrival at Lomé Airport/LFW, all passengers will be subject to
another mandatory COVID-19 PCR test at the terminal. They are therefore
required to fill the online traveller declaration form available here and
use the same platform to pay for the test before departure.
- At
boarding, airlines will verify if passengers are in possession of
negative COVID-19 PCR test results and the proof of payment for testing
on arrival at Lomé Airport.
Passengers who fail to comply with the above will be refused boarding.
- All passengers who just arrived in Togo must install the contact tracing mobile application TOGO SAFE, and keep it activated for the entire duration of
their stay or for at least 30 days.
- It is
recommend that all travellers to and from Lomé take out medical or
travel insurance when purchasing their ticket if they do not already
have international health insurance.
Travellers departing from Lomé must undergo a COVID-19 PCR test seven (7) days before departure.

- On arrival at Lome Airport/LFW, you must: Take the
mandatory COVID-19 PCR test. The test will be performed by the
laboratory dedicated to testing inbound passengers in Lome, located in
the current (new) terminal of Lome Airport/LFW.
- Download, install and activate the TOGO SAFE,
application before leaving Lome airport for your place of residence.
You must keep it activated for the duration
of their stay or for at least 30 days from their arrival
in Togo. The app will prompt you to specify the location where you will
self-isolate until the results of your COVID-19 PCR test are released.
if you refuse to install this application,
you will be placed under quarantine in a state-provided
containment facility—you will bear all associated charges.
a. To make it easier to activate the TOGO SAFE application, you can get a free local SIM card on arrival. The
phone number associated with the SIM card provided must be used during activation of the Togo SAFE application. - Stay home and
self-isolate until you receive your COVID-19 PCR test results by SMS and
email. Results may take up to 24 hours to be ready.
a. Travelers who
test positive may be placed under strict quarantine either at their
place

Airline companies undertake to change the tickets of passengers who test positive and their accompanying persons free of charge.
If
you are permitted to travel, remember to practice preventative measures

hands regularly, etc.) and all the restrictive measures set out by the
destination country's government.
TURKEY Restriction Detail
Starting from June 11 2020 20.59 UTC hours all flights, regardless
of the seat configuration, will be allowed from/to any Turkish
aerodromes with the following conditions:
- All passengers have to wear masks during any time at the airport and onboard.
- All arriving passengers will be asked to fill the passenger locator forms during the flight.
- All arriving passengers will be examined and will be tested if they have any symptoms
- passengers wıth posıtıve test result wıll be treated.

Uganda exit/entry requirement related with COVID-19.
DEPARTING PASSENGERS
All passengers will be required to meet the following guidelines prior to departure;
- Present authentic and valid COVID-19 Polymerase Chain Reaction (PCR) test certificate issued within 120 hours before travel.
- In
special circumstances where passengers are not required to present a
negative COVID-19 PCR test certificate in the country of destination,
such passengers should ensure that they have clearance from the
destination country so as to
be allowed to board.
- Passengers are advised to arrive at the airport at least 4 hours before scheduled flights.
ARRIVING PASSENGERS
All international arrivals will be required to meet the following guidelines on arrival at Entebbe International Airport;
- Possession
of an authentic negative Polymerase Chain Reaction (PCR) COVID-19
test from an accredited laboratory in the country of origin issued
within 72 hours before boarding aircraft in-bound to Uganda.
- Airline(s)
shall not board any passenger coming to Uganda without a negative
COVID-19 PCR test. An arriving passenger without the negative COVID-19
PCR test shall be denied entry and the Airline shall be obliged to take
back the
passenger. In the unlikely event that a returning
Ugandan comes without COVID-19 PCR test, they will be allowed to enter
the country, but shall have the test done at their cost of $65, and
quarantined at own cost till the results
are out.

changes to the Health Protection (Coronavirus, Public Health Information
for Passengers Travelling to England) Regulations 2020:
Information
must be provided to passengers at 4 stages: Currently operators are
required to provide information at (please refer the below websites for
the detail):
- booking,
- check-in, and
- On-board.
- Information must now also be provided between 24 and 48 hours before departure;
If
the method used to communicate at the 24-48 hour stage is SMS or app
push notification, discretion is given to allow for a shorter message,
and;

The new regulations will come into force on 30 October.
Operators may begin to comply with the new requirements before then.

- All
arrivals from outside of the UK will need to complete an online form
before travel on the following website within 48hrs of arrival

a copy of this must be printed and presented or be shown on a digital device - Anyone arriving without the above-completed form could be fined GBP100.
- Anyone
arriving without a suitable location for quarantine will be placed into
a quarantine facility found by the government, this will be at their
own expense
- Any crew member that
is going through the border point will need to complete the online
quarantine disclosure form; they will not be expected to quarantine.
For those crew that are on a turnaround and are not going through the
border,

UAE Special Restrictions on importation of pet animals (DOGS and Cats) due to threat of COVID-19
It has been decided that:
1. Lifting the ban on the commercial import of dogs only (cat import still only for personal shipment is allowed).
2- COVID-19 annex (see attached) requirement as supplement is now not required for dogs, but to request it only for cats.
3-
Lifting the ban imposed on the entry of dogs and cats from banned
countries (Iran, Italy, South Korea), EXCEPT for CHINA, until further
notice/ clarification of status.

Effective 1st August 2020 the following conditions must be met for all flights to/from DXB or DWC:
- All
citizens, residents, tourists and transit passengers are required to
obtain a negative COVID19 certificate before arriving into DXB or DWC.

- All
passengers including citizens, residents and tourists departing from
DXB or DWC to the European Union or United Kingdom are required to carry

note that during check-in all airlines are advised to validate that
passengers holding Dubai resident visas have obtained GDRFA approvals

The GDRFA approvals have a
validity of 30 days from the date of approval. In case the approval has

contact UAE Advanced Information Center (NAIC) in case of expired
approvals.
In case the approval has not expired and the airline is
unable to check-in the passenger due to APP error, the airline needs to
contact UAE Government before successfully completing the check-in

Flight restrictions due to coronavirus disease (COVID-19)
Applicability: Aircraft operators conducting flights to/from Dubai Airports (DXB/DWC).
Requirements:
With
immediate effect, Aircraft operators operating a scheduled or
non-scheduled flight to/from Dubai Airports (DXB/DWC)shall meet the
following conditions:
Ensure that all passengers are in compliance
with the Dubai government protocols and conditions for citizens,
residents and tourists travelling into or out of Dubai airports.
Ensure
that all passengers (tourist/visa on arrival) arriving Dubai, hold a
negative PCR test report (Test validity 96 hours) before departure from
the origin airport.
Provide the Authorities in Dubai upon request the test results.
Ensure that all passengers (tourist/visa on arrival) arriving Dubai must have a valid health insurance to be used in the UAE.
It is recommended that all transit/transfer passengers through Dubai Airports to have a valid health insurance.
Ensure that all passengers fill in HEALTH DECLARATION FORM prior to depart to and from Dubai.

Latvia, Liechtenstein, Lithuania,
Luxembourg, Malta, Netherlands, Norway, Poland, Portugal,
Slovakia, Slovenia, Spain, Sweden, Switzerland or in the United Kingdom
(excluding overseas territories outside of Europe), in the past 14 days
are not allowed to enter the USA.
This does not apply to:
- Nationals and permanent residents of the USA;
- spouses of nationals and of permanent residents of the USA;
- Parents/legal guardians of an unmarried and younger than 21 years national or permanent resident of the USA;
- The
unmarried and younger than 21 years brother or sister of a national or
permanent resident of the USA, who is unmarried and younger than 21
years;
- The child/foster child/ward of a national or permanent resident of the USA;
- Passengers
with the following visas: A-1, A-2, C-1, C-1/D, C-2, C-3, D, E-1 (as an
employee of TECRO or TECO or the employee's immediate family members),

- Members of the U.S. Armed Forces, spouses, and children of members of the U.S. Armed Forces;
- Passengers
with evidence of traveling at the invitation of the USA government for a
purpose related to the containment/mitigation of the Coronavirus
(COVID-19);
- Passengers with documents issued by the U.S.
Department of Homeland Security, U.S. Customs and Border Protection, or
U.S. Department of State indicating that the passenger is exempt from
the restriction;
- B1 crew crewmembers that are engaged in
lightering, Outer Continental Shelf (OCS) activity, wind farm activity,
private air/sea crew and other similar crewmember actives.

Passengers who have been in one of the countries listed in bullet
number 1 in the past 14 days but are exempt from the restriction to
enter the USA, must arrive at one of the following airports: Atlanta

self-quarantine for 14 days once they reach their final
destination.
4. Passports issued to nationals of Belarus which
have expired between 30 April 2020 and 31 July 2020, are considered
valid with an extension of 3 months.
VIET NAM - published 14.03.2020
- Passengers
who have been in or transited through China (People's Rep.) in the past
14 days are not allowed to enter Viet Nam. This does not apply to
passengers who travel for diplomatic or official purpose. This does not
apply to
nationals of Viet Nam. This does not apply to passengers
who reside in Viet Nam.
- All passengers must fill out a quarantine form prior to arrival.
- Passengers who travel for diplomatic or official
purpose will undergo a medical examination at the border before allowed
to enter Viet Nam.
- Passengers who have been or transited through Korea (Rep.) will be quarantined.
- Passengers who have been or transited through Iran or Italy in the past 14 days will be quarantined for 14 days.
- Nationals of Italy and Korea (Rep.) with a normal passport are no longer visa-exempt.
- Nationals
of Denmark, Finland, France, Germany, Norway, Spain, Sweden and
passengers with a British passport are no longer visa-exempt.
- Passengers
with a Certificate of Visa Exemption issued by Viet Nam are no longer
visa exempt if they reside in China (People's Rep.), Denmark, Finland,
France, Germany, Iran, Italy, Korea (Rep.), Norway, Spain, Sweden or
United Kingdom.
Effective 12:00 pm Viet Nam local time, 15 March 2020:
- All visa on arrivals are suspended.
- Passengers who have been in or transited through the United
Kingdom or a Schengen Member State in the past 14 days are not allowed
to enter Viet Nam. This does not apply to passengers who travel for
diplomatic or official purposes.
- This does not apply to nationals of Viet Nam.
- This does not apply to passengers who reside in Viet Nam.

ZAMBIA Restriction Detail

It should be noted that these guidelines do not negate, in any way, from the current Visa regime.

Business
travelers coming for confirmed businesses in to the country with a
negative SARS CoV2 PCR test, conducted within the previous 14 days, are
free to conduct their Business as planned.
Business travelers
coming in to the country without evidence of a negative SARS CoV2 PCR
test conducted within the previous 14 days, will not be allowed into the
country.
- Tourists
Tourists
and any person visiting friends/or relatives in Zambia coming into the
country, other than a business visitor with a negative SARS CoV2 PCR
test, conducted within the previous 14 days, are free to visit as
planned.
Tourists and any person visiting friends/or relatives in
Zambia coming into the country, without evidence of a negative SARS CoV2
PCR test conducted within the previous 14 days, will not be allowed
into the country.

Students
both new and returning, where it is proved that the educational
institutions is operating, are allowed to return to Zambia on condition
that they produce a negative SARS CoV2 PCR test conducted within the
previous 14 days.
- Returning citizens and residents without symptoms
All
Zambian nationals and returning residents who do not have symptoms will
observe mandatory 14 day quarantine at home. This also covers those
holding certificate of status as established residents, investors,
employment and spouse permit holders.
- Arrival procedure at the Airports
- Travelers’ health
questionnaires should be pre-filled by passengers before disembarkation
and to be sundered to health staff at the airport.
- Symptomatic travelers with body temperatures equal to or above 38°C will be tested for SARS CoV-2 at the Airport.

flights. All operations are to abide by the COVID-19 guidelines.
- Departing passengers from Zimbabwe:
No passenger may board an aircraft unless he or she
exhibits a PCR COVID-19- free certificate issued within 72 hours of
boarding.”
Arriving passengers to Zimbabwe:
- Exhibiting
a COVID-19-free certificate issued not earlier than the previous 48
hours shall be permitted immediately to proceed to self-quarantine at
home;
- Not exhibiting the certificate referred to in subparagraph
A, shall be ordered to be detained at a holding facility until they can
be tested for COVID-19, and upon being tested shall be discharged
immediately for self-quarantine at home if
found to be negative or, if found to be positive, shall
be ordered to be detained at a place of isolation for a period of
fourteen (14) days;
- Presenting with symptoms of COVID-19,
whether or not they exhibit the certificate referred to in subparagraph
A, shall be ordered to be detained at a holding facility until they can
be tested for COVID-19, and upon being tested shall be discharged
immediately for self-quarantine at home if found to be
negative or, if found to be positive, shall be ordered to be detained at
a place of isolation for a period of fourteen (14) days.

Please
be advised that statutory instrument 216 of 2020 with effect from 01
October 2020 has amended principal consolidated regulations 77 of 2020
on international travel specifically section 8. Visa regime
categorization which subsisted pre COVID-19
lockdown period is operationalized. Air carriers who are
found to be in willful default of the said categorization will be dealt
with in terms of section 38A of the Immigration Act 4:02. Since this
pandemic is still with us, we are all encouraged
to continue to monitor updates on health protocols relating
to COVID -19 which pronouncement would be made by the government from
time to time. Such pronouncement could have a direct impact on the
continued implementation of visa regimes.
This will be in effect from 01 October 2020, but until then, we are still following the current procedures.
