The government of Argentina has issued on December 5th a complimentary resolution in order to extend until December 15th the mandatory requirement of negative PCR test result for national and permanent residents of Argentina. According to this resolution, until December 15th Argentineans and permanent resident may choose to present a negative PCR test or self-quarantine at their own homes. Full implementation of mandatory negative PCR results will be strictly required as of December 15th at 00:00hs LCT and no exceptions will be done.

Following to the ANAC( Argentina,National Civil Aviation Administration) approval, please see the protocols and procedures that all passengers and the airlines must adhere to enter Argentina.:
1.- Only nationals of Argentina or permanent residents in Argentina can re-enter our country (no tourist or visa holders are allowed). If any passenger shows up for boarding with an Argentinean visa, we must seek for an OK TO BOARD from immigrations before accepting them on our flights, please bear in mind that tourism visas are not allowed at any time. The following immigrations and health form is mandatory for all passengers heading to Argentina and it has to be filled electronically (not printed) 48hs in advance through this link: http://ddjj.migraciones.gob.ar/app/ . This form is available in Spanish and English.
2.- The airline must have enough Traveler's Health Declarations on board (Form Argentina annex 1) printed for filling, only for the cases of passengers and / or crew who state they have information to update the affidavit form previously completed online and approved by the NATIONAL DIRECTORATE OF MIGRATIONS or to those travelers who at the first moment of implementation of this new procedure will be found carrying out immigration procedures at the airport and They have omitted to fill out the form and that is why they must complete them on paper before shipment. This, in the latter case, only during the transition period that the effects of this procedure are set at 15 calendar days from the subscription of the present document. They will also have to have copies in case a suspected case of COVID 19 on board, with respect to those with symptoms or express the need to update their statement during the trip.
3.- When, prior to or during boarding, the airline become aware that who by self-report of their health situation on the form approved by the National Directorate of Migration or before the previous requirement, declare or register the symptoms defined by the health authority, they must comply with the provisions of Decree No. 260 and urge symptomatic people to refrain from traveling towards the Argentine Republic, until they have a medical diagnosis of the health authority of the country in which they are located, with the proper certification that rule out the possibility of contagion. Eventually, these people will be able to manage –if they do it well in advance-, authorization to board the means of transport included in it, only if they have a medical certificate that certifies that the cause of the declared or detected symptomatology has a justification not attributable to COVID 19. In this case, it may be generated through the NATIONAL DIRECTORATE OF MIGRATIONS consultations with the Argentinean health authorities to consider the possibility of authorization of the trip initially deferred, provided that the time lapses between the moment when it was detected or declared the symptom (s) and the time of shipment so permitting.
4.- The Airline must proceed to take the temperature of every person to board (crew and passengers) through its own or contracted personnel, so that, those who have a temperature higher than 37.5 ° C and failed to provide a medical certificate with an specific diagnostic that cause those symptoms or does not fully explain the clinical presentation in a disease other than COVID 19, proceed to postpone their trip and make a consultation to discard they have symptoms compatible with that disease.
4.1.- The airline must generate an act (record) with the character of a general declaration that has the information of every person who had taken temperature (crew and passengers), if detected Someone with more than 37.5 ° C they must be highlighted, indicating if the boarding has been rejected or if they have presented a medical certification reporting another disease other than COVID 19. Said medical certificate must be delivered to the crew, who upon arrival will hand over the same to boarder health authorities.
5.- Report prior to arrive through aircraft frequency, the presence of any possible “suspicious case” to the authorities of the transportation terminals. Detection may be produced by the warning of the passenger or a member of the crew or by the observation of the on-board personnel or another passenger
6.- Warn travelers, crew and carriers before their arrival in the country that they must report to the crew the appearance of symptoms during the trip / or situations of close contact with confirmed COVID 19 cases, they should also do the same and inform this situation to Border health authority upon arrival in the country, as well, submitting themselves to health controls. To such effects, all national and international carriers arriving at any airports of the Argentine Republic from abroad must, prior to closing the aircraft doors, read the following warning announcement, in both Spanish and English languages:
English:“Your attention please ladies and gentlemen: “We are addressing to you for request of the Ministry of Health of the Argentine Republic to request that those passengers who during the trip have two or more of the following symptoms, cough, sore throat, or headache or diarrhea and vomiting or at least one of the symptoms such as fever or sudden loss of taste or smell or severe difficulty in breathing, please report it to the cabin crew.

perform the 14 days of preventive and mandatory social isolation, it will also be required to add a medical certificate that they have no symptoms compatible with COVID19 that must be attached to the online declaration form of the National Directorate of
Migrations. National or foreign crew and carriers will be exempt of adding the referred medical certificate.
10.- In the event of the detection of a “suspicious case”, the applicable protocol is applied and medical services from the point of entry or emergency services and from the Border Health personnel are present for the evaluation of the reported case.
11.- In case of late submission of report by the cabin crew and with the carrier at the point of entry or terminal, the crew must postpone the disembarking of the aircraft and immediately communicate with the authorities to proceed with the protocol, which also involves:
11.1.- Updating of health declaration forms for the traveler or travelers and the crew that expressly needs it, especially whoever is identified as a suspected case, and
11.2.- Fill the report in the respective area of health on the aircraft General Declaration.
12.- Averaging the end of trip and before landing, cabin crew must read the following warning, in both, Spanish and English languages:
English: “Your attention please, ladies and gentlemen: In a few more minutes the cabin crew will deliver health declarations forms for Argentina. This form is only for those of you who considers that an update is needed from the previous one completed online. Please remember that this form has the character of a General Declaration, required by the Health Authority of the AGENTINE REPUBLIC. This is required only for those passengers that has any change in your health situation previously declared. You must use block letters and complete it before leaving the aircraft. Thank you for your cooperation. "

Right of entry for life partners

Austria has initiated several measures to prevent further spread of sars-cov-2 and has therefore limited the rights of entry into Austria for non-EU-citizens as well.
Nevertheless, general exemptions – persons are allowed to enter Austria and neither need a health certificate nor have to start a quarantine –, regardless of where these people come from, apply to particularly considerable reasons in the family circle in individual cases, e.g.:
Visits of family members in the event of illness or their own children within the frame- work of care obligations,
A visit to the life partner1,
Special events such as baptism, birthday, funeral or wedding.
Life partners are all people who are in a fixed relationship, regardless of whether they share the same place of residence or how long the relationship has lasted.
The particularly considerable reasons in the family circle must be made credible upon arrival, for example by presenting one of the following documents:
Birth certificate,
Marriage certificate / partnership certificate,
Passport copy of the family member,
Confirmation of registration or documents about common residences,
Suitable photographs,
Written documents documenting a civil partnership (e.g. Mail correspondence),
Registration certificates for the same motor vehicle,
Hygiene regulations

Bus / train / ship: on board coaches / trains / excursion ships, a distance of at least 1 meter must be kept from people who do not live in the same household and a mechanical protection device (community mask) covering the mouth and nose area must be worn. Aircraft: a mechanical protective device (community mask) covering the mouth and nose area must be worn on board aircraft.

In the e-PLF or paper PLF, all data have to be filled in and presented to the airline before boarding. Failure to do so should result in the refusal of boarding. If the passenger is coming from a country outside the Schengen area he/she will have to present this form to the border officer at the point of entry (border control).

Due to the spread of a new and possibly more contagious variant of the corona virus in Great Britain, Belgium decided on Sunday to ban passenger transport for 24 hours from midnight.
The core cabinet has now decided to hold the ban for another 24 hours. Freight traffic is still allowed.
The above PCR test requirement is not mandatory for Belgian national and Belgian residence ID holder.

Brussels Airport has assigned Airport Crew since the introduction of the PLF as a complementary facility to contribute to a smooth arrival into Belgium, however has decided to discontinue this service for public Health and Safety reasons.
As a result, please remind your outstations that it is imperative that - before boarding - passengers provide the QR-code received once the completed PLF has been submitted online. Only in the event the passenger is unable to connect via the web to the official Belgian Diplomacy website for access to the electronic PLF, the passenger should fill out the paper PLF as a backup and this before boarding.
As a recap:
‐ For arrival from a Schengen country, the airline collects the paper forms upon arrival into BRU and provides them in a sealed envelope to Saniport (locations described below in this mail).
‐ For arrival from a Non-Schengen country, the passenger will show the QR-code to the Federal Police at border control or hand over the correct filled out paper PLF.

Art. 7. Article 18 of the Ministerial Decree of 30 June 2020 on urgent measures to limit the spread of the coronavirus COVID-19 is replaced by the following:
1. Non-essential travel to Belgium is prohibited.
2. Notwithstanding the first paragraph, it is permitted to:
1° to travel to Belgium from all countries of the European Union, the Schengen area and the United Kingdom;
2° to travel to Belgium from the countries included in the list published on the website of the Federal Public Service Foreign Affairs.
§ For journeys to Belgium authorised in accordance with paragraphs 1 and 2 from a country that is not part of the Schengen zone, the traveller must complete and submit to the carrier for boarding the electronic Passenger Locator Form published on the websites of the Federal Public Service Foreign Affairs and of the Immigration Department prior to the journey.
If it is not possible for travellers to use the electronic Passenger Locator Form, they must complete and sign the Passenger Locator Form published on the websites of the Federal Public Service Foreign Affairs and the Immigration Department.
The carrier shall ensure that all passengers have completed a Passenger Locator Form prior to boarding. In the absence of this form, the carrier is obliged to refuse boarding.
In the absence of this declaration or in case of false, misleading or incomplete information contained in this declaration, entry may, where appropriate, be refused in accordance with Article 14 of the Schengen Borders Code or Article 43 of the Law of 15 December 1980 on entry into the territory, stay, establishment and removal of foreigners.
§ 4. In the case of a journey to Belgium from an area in the Schengen zone, the traveller must complete and submit to the carrier for boarding the electronic Passenger Locator Form published on the websites of the Federal Public Service Foreign Affairs and the Immigration Department prior to the journey.
If it is not possible for passengers to use the electronic Passenger Locator Form, they must complete, sign and submit to the carrier the Passenger Locator Form published on the websites of the Federal Public Service Foreign Affairs and the Immigration Department. The carrier is obliged to send this declaration to Saniport without delay.
The carrier must ensure that all passengers have completed a Passenger Locator Form prior to boarding. In the absence of this form, the carrier is obliged to refuse boarding.

Temporary travel restrictions Belgium - visa type c:
The temporary travel restriction should apply to all non-essential travel from third countries to the eu+ area. Thus this implies the refusal of embarkation of 3rd country and visa-exempted nationals travelling as tourists.
Note: if a passenger is in possession of a visa type c – issued after 18 march 2020 by the belgian embassy - the passenger can travel to Belgium. Passenger travelling from an extra-Schengen airport to Belgium must be in possession of the documents required by article 2 of the law of 15 December 1980 on access to the territory, the stay, establishment and removal of aliens.
Passengers must be in possession of:
A valid travel document (no expired passport, no expired identity card, no expired “travel document”)
A valid visa or a valid residence permit (no expired visa, no expired residence permit, no annex 12, no annex 15, no “attest van immatriculatie”, …) i want to draw your attention that travelling with a visa type c is not allowed at the moment. Only passenger who are in possession of a valid visa type d or a valid residence permit, are allowed to travel to Belgium.

If a passenger is not in possession of a valid travel document (expired passport, expired identity card, expired visa, expired residence permit, … ), the airline is requested to deny boarding.
If your airline nevertheless transported a passenger who is not in possession of a valid travel document, an administrative fine/accommodation costs can be imposed to your airline.
Belgium temporary travel restriction:
Belgium has extended the restriction for the non-essential travellers from third countries to the eu+ area. Thus this implies the refusal of embarkation of 3rd country nationals holding c visa and visa-exempted nationals travelling as tourists. The temporary travel restriction will exempt nationals of all EU member states and Schengen associated states.
This exemption must apply to:
All EU citizens and citizens of the Schengen associated states, and their family members;
Third-country nationals who are long-term residents under the long-term residence directive and persons deriving their right to reside from other EU directives or national law or who hold national long-term visas.
Diplomats, staff of international organizations, military personnel and humanitarian aid workers in the exercise of their functions;

c) In the event of a flight with connections or stopovers where the traveler remains in a restricted area of the airport, the seventy-two hour period will be considered in relation to boarding in the first leg of the trip;
d) the traveler who performs a migration that exceeds seventy-two hours since the RT-PCR test must present a document proving the performance of a new test with negative or non-reactive results for the coronavirus SARS-CoV-2 no check-in order to embark to the Federative Republic of Brazil ;
e) The child under the age of twelve who is traveling with a companion is exempt from presenting a document proving that the laboratory test has been carried out RT-PCR provided that all companions present documents proving that the laboratory test has been carried out as a result of the negative or non-reactive RT-PCR test. Corona virus SARS-CoV-2 carried out in the seventy-two hours prior to the moment of embarkation;
f) children aged two or over and less than twelve years old who are traveling unaccompanied must present proof of laboratory test RT-PCR with negative or non-reactive result for the SARS-CoV-2 coronavirus, performed in the previous seventy-two hours when boarding; and
g) children under the age of two years are exempt from presenting a document proving laboratory tests RT-PCR for travel to the Federative Republic of Brazil; and

I - flights from abroad with connections in the Federative Republic of Brazil in which there is no landing procedure followed by immigration; and

A new decree on health insurance for entry into Brazil. Health insurance for Brazil is exempt for all passengers. This Ordinance No. 470, of October 2, 2020, is effective from 05 October 2020.
Art. 1 This Ordinance provides for the exceptional and temporary restriction on the entry of foreigners of any nationality into the country, under the terms of the provisions of item VI of the article art. 3 of Law No. 13,979, of February 6, 2020, due to a technical and reasoned recommendation from the National Health Surveillance Agency - Anvisa for health reasons related to the risks of contamination and dissemination of the coronavirusSARS-CoV-2 (covid-19) .
Art. 2 It is restricted, for a period of thirty days, the entry into the country of foreigners of any nationality, by road, by other terrestrial means or by water transport.
Art. 3 The restrictions referred to in this Ordinance do not apply to:
I - Brazilian, born or naturalized;
II - immigrant with permanent residence, for a determined or indefinite period, in Brazilian territory;
III - foreign professional on mission in the service of an international organization, as long as duly identified;
IV - foreign employee accredited to the Brazilian Government;
V - Foreigner:
a) Spouse, partner, son, father or curator of a Brazilian;
b) Whose entry is specifically authorized by the Brazilian Government in view of the public interest or for humanitarian reasons; and
c) Bearer of the National Migration Registry; and
VI - cargo transportation.
Paragraph 1. The restrictions provided for in this Ordinance do not prevent the entry, by air or waterway, of sea crew to exercise specific functions on board of a vessel or platform operating in jurisdictional waters, provided that the migratory requirements appropriate to their condition, including to carry an entry visa, when required by the Brazilian legal system.
Paragraph 2.The restrictions provided for in this Ordinance do not prevent the disembarkation, authorized by the Federal Police, of maritime crew for medical assistance or for connection of air return to the country of origin related to operational issues or termination of employment contract.
§ 3 The authorization referred to in § 2 is subject to liability for expenses resulting from the transshipment signed by the maritime agent, with the prior consent of the local health authorities, and the presentation of the corresponding air tickets.
§ 4 In the event of entry into the country by road, other land or waterway transport, the exceptions referred to in item II and paragraphs "a" and "c" of item V of the caput do not apply to foreigners from Bolivarian Republic of Venezuela.
Art. 4 The restrictions mentioned in this Ordinance do not prevent:
I - the execution of cross-border humanitarian actions previously authorized by the local health authorities;
II - the traffic of border residents in twin cities, upon presentation of a border resident document or other supporting document, provided that reciprocity in the treatment of Brazilians by the neighboring country is guaranteed; and
III the free traffic of road cargo transportation, even if the driver does not fit the role referred to in art. 3, in the manner provided for in the legislation.
Single paragraph: The provisions of item II of the caput do not apply to the border with the Bolivarian Republic of Venezuela.
Art. 5 Exceptionally, the foreigner who is in a land border country and needs to cross it to embark on a flight back to his country of residence may enter the Federative Republic of Brazil with authorization from the Federal Police.
Single paragraph. In the predicted nocaput hypothesis:
I - the foreigner must go directly to the airport;
II - there must be an official demand from the embassy or consulate of the country of residence; and
III - the corresponding air tickets must be presented.
Art. 6 The restrictions referred to in this Ordinance do not prevent foreigners from entering the country by air, provided that the migratory requirements appropriate to their condition are complied with, including having an entry visa, when required by the Brazilian legal system.
Art. 7 Failure to comply with the provisions of this Ordinance will imply, for the offending agent:
I - civil, administrative and criminal liability
II - repatriation or immediate deportation
III - disqualification of asylum applications.
Art. 8 The regulatory bodies may edit norms complementary to the provisions of this Ordinance, including sanitary rules on procedures, vessels and operations.
Art. 9 - The cases omitted in this Ordinance will be decided by the Ministry of Justice and Public Security.
Art. 10. The term established in art. 2nd may be extended, according to technical and reasoned recommendation from Anvisa.
Art. 11. Ordinance No. 456, of September 24, 2020, of the Ministers of State Chief of Staff to the Presidency of the Republic, Justice and Public Security, Infrastructure and Health is hereby revoked.
Art. 12. This Ordinance comes into force on the date of its publication.

China Government new entry requirements in relation to COVID-19 effective 08 November 2020.
1. Test Requirements
Passengers going to China via direct flights must take both nucleic acid and IgM anti-body tests within 48 hours before boarding. The tests must be taken at a medical institution designated or recognized by the Chinese Embassy and then apply at the Chinese Embassy for a Green Health Code with the “HS” mark for Chinese passengers or a certified Health Declaration Form for foreign passengers with certificates of negative results of both tests.
Transit Passenger
Passengers going to China via connecting flights must take both nucleic acid and IgM anti-body tests in Addis Ababa within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers must apply at the Chinese Embassy/Consulates in BOTH countries for Green Health Codes with the "HS" mark or certified Health Declaration Forms with certificates of negative results of both tests.
Transit passengers must take both nucleic acid and IgM anti–body tests within 48 hours before boarding their plane to Addis Ababa in their origin destination and then take these two tests again in Addis Ababa within 48 hours before boarding the plane to China.
3. Strict checkup by Ethiopian Airlines/strict Compliance.
Ethiopian Airlines will do a take strict checkup of the green Health Code with the "HS" mark presented by Chinese passengers or certified Health Declaration Form presented by foreign passengers and their original certificates of both tests at check-in counters and boarding gates.

Please note the below clarification on some technical issues relating to the New Policy (below alert of 01 October):
Those passengers who have been quarantined at hotel and arranged for COVID-19 test by Ethiopian Airlines are not allowed to upload the Health Code (Health Declaration Form) and be allowed to plane boarding with the paper negative COVID-19 test result. Yet Ethiopian Airlines is kindly requested to update the Chinese Embassy of the list with personal information of these passengers. These passengers have to be registered at the Embassy's system.

Effective from 0 a m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’ visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese regulations on epidemic prevention and control.

The Government of China has updated about China entry policy for passengers that travel from 26 designated countries (please refer the annex down this email).
In order to reduce the cross-border spread of the epidemic, Chinese travellers who have purchased return tickets from the countries listed in the annex are required to fill in epidemic prevention health information in advance. The specific requirements are as follows:

Gabon travel restriction in relation to COVID-19 Pandemic:
Irrespective of citizenship, all passengers coming to Libreville must have PCR test with negative result.
1. Passengers acceptance to Gabon shall be based on reciprocity.
2. Negative RT-PCR test proof of COVID-19 is required. The result carried at most five days before the date of embarkation or disembarkation. The test must be carried out by a center approved by the World Health Organization.
3. The boarding of a passenger not fulfilling the conditions prescribed in articles 1 & 2 above exposes the airline to administrative sanctions and to the obligation to transport, at its own expense the non-conforming passenger up to point of origin.
4. During the boarding and disembarking phases, passengers are required to comply with all preventive measures against COVID-19, in particular:
o Wear a face mask
o Have a normal body temperature
o Abide by the protocol of distance between passengers
o Fill in an information form indicating the references allowing you to be contacted.
o When disembarking at any airport in Gabon, a rapid test and a PCR test at COVID-19 will be conducted.
o Submit luggage to the decontamination process implemented in the airport.
5. Any passenger who tests positive when disembarking will be entrusted to the care of the competent health authorities.
6. Passengers arriving in Gabon must remain in the city where the disembarkation airport is located for at least fourteen days and must, for the same period, be self-sufficient.
Airlines are directed not to transport passengers on transit to/from other destinations in the sub-region using Banjul as an embarkation/disembarkation point.
Airlines are also requested to verify the evidence of Gambian identity and /or residence permits in order to ensure that passengers without this document are not allowed to board Gambia inbound flights.
Updated and more restrictive entry requirements to Germany. This regulation will apply from 14 January 2021, and is valid until 31 March 2021 until further notice.
1- Registration process

If the passenger denies to fill out the entry declaration, the airline has to deny boarding.
Airlines arriving from a risk area in Schengen have to collect the paper forms and bring them to the Frankfurt airport clinic immediately after arrival (process as before). Passengers arriving from non-Schengen risk areas, have to present the DEA/paper form at passport control.
2- Covid testing
The German Health Authorities differentiate the risk areas in three different categories: risk area, high incidence areas and areas with virus mutations.
- Travelers returning to Germany from a risk area or those who stayed in a risk area during the last ten days prior to entry have to obtain proof of a negative Covid test no later than 48 hours after entry and must present this proof to the health authority on request.
- Travelers returning from a high incidence area or an area with a virus mutation (VOC – Variant of Concern) have to obtain proof of a negative Covid test upon check in/boarding the flight. The airline is not allowed to board the passenger without the proof of the negative Covid test which has been taken no longer than 48 hours prior to entry into Germany.

- Requirement for proof of negative test result for all passengers to the US and Canada
Starting 26 January 2021, a proof of a negative COVID-19 test or documentation of having recovered from COVID-19 is required from all passengers arriving from a foreign country to the US. Already since 08 January, the same instruction applies to travel to Canada.
- Procedure with Covid-19 positive tested transfer passengers We would like to draw your attention once again to the procedure with Covid-19 positive tested transfer passengers receiving their test result during the stopover in Frankfurt: The responsibility for those passengers generally lies with the airline that transported the guest. This airline must inform the passenger about the further procedure: According to the Hessian Quarantine Ordinance, passengers who have tested positive for SARS-CoV-2 must go immediately and directly to their own homes or to other accommodation that allows isolation, even without an individual order from the responsible health department. In order to enter Germany, passengers without a visa have to contact the Federal Police at Guard A or Guard B in Terminal 1, which will allow entry via a border crossing certificate or visas. Subsequently, a suitable hotel must be sought without delay. The airline is responsible for the necessary assistance, e.g. the accommodation and transportation to the hotel.

All passengers who entered Germany from 22 December 2020 on and have been to the UK, Northern Ireland and in the Republic of South Africa within the last 10 days are obliged to have a negative COVID test (< 48 hours before entry or at the time of entry into Germany). Also note, from 22 December 2020 on, there is a flight ban and a subsequent prohibition of passenger transportation until 06 January 2021.

New quarantine obligation for travelers returning from risk areas
From 08 November 2020 new quarantine regulations will be in force for inbound passengers returning from or staying in the last 10 days in risk areas.
Those travelers are obliged to go directly to their home or other suitable accommodation immediately after their return and to stay there permanently for a period of 10 days.
In order to shorten the 10 days quarantine, a PCR-Covid-19 test can be done from the fifth day after entry onwards. After receiving a negative test result the quarantine ends. At this time, the tests for returning travelers from risk countries is free of charge in related test centers until 10 days after arrival.

The following regulations apply to all persons entering Hessen from a risk area:
Passengers entering Hessen from abroad and have stayed in a risk area during the 14 days prior to their entry, must go home or to their accommodation immediately. Passengers entering from a risk area are obliged to present a medical certificate confirming that there is no evidence of infection with the sars cov-2 virus.

Mandatory tests for travellers returning from risk areas
As of august 8, 2020, due to an official order, there is a test obligation for travellers returning from risk areas. Anyone returning from a risk area has to take a covid-19 test either within 48 hours in advance at the point of departure or within 72 hours after entering Germany. This test is free of charge and is possible at both test centres directly at the airport, located on the pedestrian bridge connecting terminal 1 and the long-distance train station, or at any other test location (e.g. Registered doctors, hospitals, health authorities, etc.).

All airlines arriving in Frankfurt have to hand out the information leaflet for travellers to their passengers.
Airlines arriving from a risk area (information on the designation of international risk areas can be found under https://www.rki.de/covid-19-risikogebiete ) are asked to give out two plcs (passenger locator cards) per passenger. The second plc, in addition to the one mentioned in the corresponding notam (attached to this email), is a request of the hessian ministry for social affairs and intended to quicken the registration at a covid-19 test location in Hesse. One plc has to be collected by the airline and has to be brought to the Frankfurt airport clinic, functioning in this case as branch of the local health authority, right after arrival. Please put the plcs in a closed envelope with flight number, flight date and departure airport. As these are data protection relevant data, the envelope is to be handed over personally at the registration or to one of the clinic staff. The second plc will stay with the passenger to be presented at the covid-19 test centre in case the passenger decides to be tested right at the airport. Please advise the passengers to keep the boarding pass or other prove of flight.
In case a passenger arrives from a non-risk airport but has been in a risk area within 14 days prior to arrival, it is his responsibility to contact the responsible health authority directly after arrival and get tested.
Crews on flights from risk areas are exempted.
Air carriers must keep the passenger data available to them for flights to the federal republic of Germany for 30 days after arrival. This applies, in particular, to electronically stored data for identification and contact details of travellers as well as to seating plans.

Updated covid-19 guidelines for KOTOKA International airport (KIA) effective November 16, 2020 at 1800 hours.
1. Arriving Passengers
All international arriving passengers, including those from the ECOWAS region, will be required to meet the following health requirements prior to admission into Ghana:
a) Passengers must not have symptoms suggestive of COVID-19 including body temperature >38°𝐶.
b) Passengers must possess a COVID-19 negative PCR from an accredited Laboratory in the country of origin.
c)
The test should have been done not more than 72 hours before the scheduled departure time from the country of origin.
d) Airlines who board passengers without PCR test result or transport and disembark passengers with Positive
PCR test result into Accra will be fined US$3,500 per passenger.
e) Arriving passengers will undergo temperature screening.
f) Ghanaian residents who depart Ghana and return within one (1) week will not be required to present a COVID-19 result from the country of departure.
They will, however, undergo mandatory COVID-19 testing upon arrival in Ghana.
g) Passengers will be subjected to a mandatory COVID-19 test at the airport terminal at a cost of $150 to be borne by the passenger. Payment MUST
be made online at
https://myfrontierhealthcare.com/Home/Ghana and proof of payment (receipt) shown to Airline before boarding.
h) Airlines
who board passengers without proof of payment for the COVID-19 test and would/could NOT pay for the test in Ghana will be fined US$3,500 per passenger.
i) Passengers who test positive upon arrival will receive further clinical assessment and treatment.
j) Passengers who test negative will be advised to continue to observe COVID-19 safety precautions following
arrival in Ghana.
k) For passengers who transit through other countries before arriving in Ghana, the first country of departure will be the reference point. (Connecting flights should not deny passenger boarding, as long
as the journey has not been terminated in any of the transit countries.)
2. Transit Passengers
a) Passengers transiting and transferring through Accra will not be required to take the COVID-19 test in Accra.
b) Transit passengers will be required to adhere to COVID-19 testing requirements for the destination countries.
3. Exemptions
a) Airline crew are exempted from the pre-departure and arrival COVID-19 testing and should follow the Airline policy for testing.
b) Children under 5 years of age will not be required to undergo testing on Arrival at the
Kotoka International. Airport.
c) Passengers who arrive under emergency circumstances such as diverted flights will not be required to undergo testing if they do not leave the airport or remain in isolation in their hotel.
d) Children between the ages of 5-12 years will undergo testing on Arrival free of charge.
Passengers must wear face mask appropriately (extending from the middle nasal bridge to halfway between the chin and the neck) and are advised to regularly use any of the hand sanitizing stations provided in the terminal.
4. Travelling with Pets
a) Travelling with pets into Ghana is allowed in line with guidelines of the Veterinary Services Directorate of the Ministry of Food & Agriculture.
5. Departing Passengers
All international departing passengers will be required to meet the following guidelines prior to departure:
a) Passengers will be required to adhere to COVID-19 testing requirements for the destination countries.
b) Departing passengers will undergo temperature screening at the entrance of Terminal 3 departures.
c)
Only passengers and persons with business in the terminal will be allowed entry.
d) Online check-in or the use of self-service kiosks is strongly encouraged to reduce physical contact at the airport.
e) Passengers
are advised to arrive at the airport at least 4 hours before the scheduled departure time.
Passengers must wear face mask appropriately (extending from the middle nasal bridge to halfway between the chin and the neck) and are advised to regularly use any of the hand sanitizing stations provided in the terminal.

COVID-19: PASSENGER RESTRICTIONS.
All individuals entering the country are obliged to display a negative molecular test (PCR) for COVID-19, performed by taking an oropharyngeal or nasopharyngeal smear, conducted up to 72 hours before arrival in Greece. The tests must originate from reference laboratories of the country of origin or transit, public or private laboratories of that country, provided that these private laboratories have been certified by the competent national certification authority of the country.
Passengers must have a certificate of the above diagnosis, in English, which includes the name and the passport or identity number of the person and which they display to the officers of the general secretariat for civil protection and of the national public health organization who are in charge of performing medical examinations. Airlines are required to verify this certificate before boarding and in the absence of this certificate are responsible to prohibit passenger boarding.
A completed passenger locator form (PLF) is also compulsory.
Effective Date: from 11 Nov 04:00 2020 until 30 Nov 21:59 2020.
COVID-19: PASSENGER RESTRICTIONS:
1. it is compulsory for all individuals on international flights arriving to any Greek airport to fill in the electronic passenger locator form (PLF) published in https://travel.gov.gr/, not later than the previous day.
2. it is compulsory for all permanent residents in Greece departing on international flights from any Greek airport to fill in the electronic passenger locator form (PLF) published in https://travel.gov.gr/, not later than the previous day.
Prior acceptance of passengers for boarding, airlines are required to check the confirmation e-mail upon submission of the PLF, which is a compulsory travel document or a PLF QR code. Families can also be accepted with only one joint PLF confirmation e-mail. Families can also be accepted with their PLF unique QR code.
Effective Date: 10 Nov 04:00 2020 until 30 Nov 21:59 2020.

Passengers who arrives at ath international airport without the email confirmation for the submission of the e-plf or a qr code will be deported to their origin with the carrier’s expense.
All travelers to Greece, regardless of nationality and way of entering the country, must complete the electronic plf form through the electronic address https://travel.gov.gr, with their contact details in Greece no later than the day (e.g. Minimum 24 hours) before their arrival in the country . Proof of completion of the electronic plf form, which is automatically sent by e-mail to the passenger by the platform, is considered as a «compulsory» travel document. Airlines are obliged to check before boarding the passenger’s e-plf status, and in case of violation of this obligation, airlines bear the responsibility to repatriate the passenger at airline’s own responsibility and expense. A valid plf form, with a qr code, is considered necessary for permitting entry to the country.
Greece travel restrictions.

It is compulsory for all individuals on international flights to fill in the electronic passenger locator form (plf) published in https://travel.gov.gr/#/. Starting from 9 july 2020, air passengers shall submit the plf at least 24 hours before the scheduled time.
Prior acceptance of the passengers for boarding, airlines are required to check:
The confirmation receipt for a plf submission at least 24 hours prior flight;
The response mail with a plf qr code.
Urgent case for traveling falling in the period of less than 48 hours prior flight will be examined per case and acceptance or rejection will be notified to applicants through an e-mail message.
Airlines are required to check the existence
of such a confirmation e-mail prior passenger acceptance for boarding.
Note: failure to fill the electronic passenger locator form (e-plf) & secure the qr code will result a fine of eur500.00 to the passenger effective immediately.

Specimen Collection Centre (TSCC) upon arrival at Hong Kong International
Airport.

The Government of Hong Kong has published a revised Gazette Notice (GN) under Cap 599H, to add Turkey as listed specified places, with effect from 13 November 2020.
1. Added Turkey and All other countries except China (Mainland/Taiwan/Macau) as listed specified places, with effect from 13Nov2020.
Inbound travelers who have visited or transited through Bangladesh, Belgium, Ethiopia, France, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, Russia, South Africa, Turkey (effect from 13Nov2020), the United Kingdom and the United States of America in the past 14 days prior arriving will be required to show the following documents:

The operator should submit to the Department of Health (DH) before the aircraft arrives at Hong Kong a document in a form specified by the DH confirming that each relevant traveler has, before being produced the documentary proof to show that the above conditions are met.

3. Non-compliance & Enforcement
All suspected non-compliant cases will be referred to relevant enforcement teams for further investigation and necessary actions.
Under Section 3(2)(a)(i) of Cap.599H, an aircraft may be prohibited from landing at the Hong Kong International Airport, if any specified conditions is not met in relation to any relevant traveler on the aircraft.
4. Invoke - prohibition from landing
If a health officer reasonably suspects that there is on board the conveyance any person who has contracted COVID-19; or who has been exposed to a significant risk of contracting COVID-19, a health officer may prohibit the aircraft from landing in Hong Kong.
To better control the epidemic situation in Hong Kong and further reduce the number of imported cases, the Department of Health has established the following general criteria for invoking section 3(2)(a)(i) of Cap. 599H to prohibit landing of passenger flights in Hong Kong:
Since 15Sep2020,
If either of the above criteria is met, the passenger flights from the relevant original port of the airline concerned will be prohibited from landing in Hong Kong for 2 weeks. The DH will liaise with Civil Aviation Department (CAD) for follow-up actions.
For a flight carrying passengers to Hong Kong which has found to have confirmed case(s) onboard upon arrival, if any of the above two criteria has been met, the concerned flight will be prohibited from landing in Hong Kong for two weeks. That means, during the subsequent two weeks of prohibition period, the flight carrying passengers on board will be prohibited from landing in Hong Kong, while flights for cargo-only will NOT be affected.
Additional criteria for invoking Cap.599H
Effective 13Nov2020,
If the above criteria are met, the passenger flight from the relevant original port of the airline concerned will be prohibited from landing in Hong Kong for 2 weeks. The DH will liaise with Civil Aviation Department (CAD) for follow-up actions.

Please note the below latest regulations concerning pre-test requirement for passengers who were in Ethiopia for the past 14 days traveling to Hong Kong, in relation to COVID-19 which will be in effect from 28th August,2020.
In view of the COVID-19 epidemic situation in Hong Kong, the Government today (August 21) gazetted the latest legislative amendments and specifications under the Prevention and Control of Disease Ordinance (Cap. 599) to more effectively combat the epidemic.
The Regulation (Cap. 599H) added Ethiopia as one of the very high-risk places whereby travellers who have stayed in specified place(s) within 14 days before boarding the flight arriving in Hong Kong would be required to undergo a test for the virus and make a hotel reservation for the purpose of quarantine.
Passengers must provide the following documents:
1. a test report in English or Chinese issued by a laboratory or healthcare institution bearing the name of the relevant traveller identical to that in his/her valid travel document to show that:
2 . if the relevant report is not in English or Chinese or does not contain all of the above information, a written confirmation in English or Chinese issued by the laboratory or healthcare institution bearing the name of the relevant traveller
identical to that in his/her valid travel document and setting out all of the above information. The said written confirmation should be presented together with the test report; and
3. documentary proof in English or Chinese
to show that the laboratory or healthcare institution is ISO 15189 accredited or is recognized or approved by the relevant authority of the government of the place in which the laboratory or healthcare institution is located; and
4. the relevant traveller has confirmation in English or Chinese of room reservation in a hotel in Hong Kong for not less than 14 days starting on the day of the arrival of the relevant traveller in Hong Kong.
The operator of the specified aircraft must submit to DH (Department of Health) before the specified aircraft arrives at Hong Kong a document in a form specified by DH confirming that each relevant traveller
has, before being checked-in for the flight to Hong Kong on the aircraft, produced for boarding on the aircraft the documentary proof to show that the above conditions are met.

further announcement from Indonesian Immigration that a Permanent Stay Permit ( ITAP/KITAP) card holders need to have a valid reentry permit on their passport . They shall not be accepted even if their ITAP/KITAP is valid without valid re -entry permit on their passport . However this is not applicable to Temporarily/Limited Stay ( ITAS/KITAS ) holders .
Regarding APEC card holders please note that the number appears on Asian- Pacific Economic Corporation ( APEC) Business Card holders must be the same as with that of the passenger passport number . However ‘OK to Board’ shall be obtained from Indonesian Immigration office to accept holders of Asian- Pacific Economic Corporation ( APEC) Business Card and Traditional border crossing pass /card . Hence please contact Jakarta office at ALLCGKAPT@ethiopianairlines.com at least one day before accepting such passengers on ET flight. Please do not accept holders of these cards without obtaining ‘OK to Board’ from CGK .
Visa on arrival facility and transiting Indonesia are still suspended. Passengers arriving Jakarta to connect domestic flights in Indonesia needs to have a minimum of three hours connecting time as they need to go through Port Health formalities based on the existing Indonesia COVID 19 health protocol .

As per the attached circular released from Indonesian Immigration, holders of a single visitor visa of B211A, B211B, B211C , D212 and Working Holiday Visa, are now allowed to enter into Indonesia with a round trip ticket.
Asian- Pacific Economic Corporation ( APEC) Business Card holders and Traditional border crossing pass /card holder are now allowed to enter into Indonesia in addition to foreigner nationals holding a Temporarily/Limited Stay ( ITAS/KITAS ) or a Permanent Stay Permit ( ITAP/KITAP) , Diplomatic visa on diplomatic passport and the above types of visa .
The above-mentioned Visitor Visa and Temporary stay visa can be issued electronically as e-Visa.

Notice to the Airline companies

As per the NOTE VERBALE ref 193/20 dated 28 August 2020, in addition to the measures explained inthe previous note (Ref.No. 167/20) the Japanese government added the under listed countries to the entry ban list (The List of countries are enlarged from 146 to I S9 countries).
List of countries added to the entry ban are as follows:
Belize, Bhutan, Ethiopia, Gambia, Lesotho, Malawi, Nigeria, Rwanda, South Sudan, Tunisia, Trinidad and Tobago., Zambia and Zimbabwe.
The details of the measures:
Resumption of Cross-Border Travel and other measures
1 Re-entry into Japan by foreign nationals residing in Japan with the status of residence
Taking into account the expansion of the testing capacity at airports and other factors, foreign nationals residing in Japan with the status of residence (*1) will be permitted to re-enter Japan from the country/region designated as an area subject to denial of permission to entry into Japan if the person possesses valid re-entry permit and goes through specific procedures to be implemented from September 1.
(*1) The relaxation is only applied to those who pledge to abide by the additional quarantine measures and obtain the Receipt for request of re-entry from the Immigration Services Agency of Japan in advance.
2 Re-entry of foreign nationals with the status of residence who have already departed from Japan
Foreign nationals with the status of residence who have already departed from Japan between the day (*2) when the country/region where the foreign national is currently staying became an area subject to denial of permission to entry into Japan and August 31 will be permitted to re-enter Japan from September 1 by going through specific procedures (*3).
(*2) It will start form April 3. If the countries/regions were designated as areas subject to denial of permission to entry before April 2, this date is April 3.
(*3) The relaxation is only applied to those who obtained the Letter of Confirmation of Submitting Required Documentation for Re-entry into Japan at the Japanese overseas establishments.
3 Measures to prevent the spread of infections and others
(1) For those who re-enter Japan as referred to in 1 and 2 above, the additional quarantine measures such as the presentation of a certificate of being tested negative by a test conducted within 72 hours prior to the departure time of the flight will be taken for the prevention of the spread of infections
(2) The testing capacity and system at airports will continue to be strengthened.
4 Continuation of the current border control measures and other steps
(1) Additional designation of areas subject to the denial of permission to entry into Japan
Designating the entire areas of 13 countries listed below as areas subject to the denial of permission to entry into Japan based on the Immigration Control and Refugee Recognition Act (*4). Entry into Japan by foreign nationals who have visited the designated areas within the last 14 days will not be permitted unless there are special exceptional circumstances (*5).
Belize, Bhutan, Ethiopia, Gambia, Lesotho, Malawi, Nigeria, Rwanda, South Sudan, Tunisia, Trinidad and Tobago, Zambia, and Zimbabwe
(*4) As a result of this additional designation, a total of 159 countries/regions are subject to the denial of permission to entry into Japan. Please refer the attachment for the list of the 159 countries.
(*5) Foreign nationals with the status of residence, who have left Japan with re-entry permits by August 29, are treated, in principle, as persons with special exceptional circumstances upon re-entering Japan when arriving from the abovementioned 13 countries subject to the denial of permission to entry into Japan. The "Special Permanent Resident" has not been subject to denial of permission to entry into Japan.
(2) Strengthened quarantine measures
Covid-19 testing will be conducted for those who arrive in Japan with the record of visiting the countries listed in 4 (1) above within 14 days prior to their entry into Japan.
The measures described in 4 (1) and (2) will be implemented from 0:00 am (JST) on August 30 and will remain in place for the time being. The measures will also be applied to those who will depart a country/region outside Japan before these measures become effective and arrive in Japan after they become effective.
(3) Continuation of the current border control measures
The period of strengthened quarantine measures, visa restrictions, limitation on the number of arrival airports for passenger aircraft and measures to curb the number of arrival passengers by flight to Japan to be implemented until the last day of August, which was decided at the 41st meeting of Novel Coronavirus Response Headquarters on July 22, 2020, will be renewed and such measures will be implemented for the time being.

New restriction update on foreigners and seaman to japan:
Effective immediately, you can start accepting foreigners with residence permit in accordance with the below regulations/requirements.
attention: - all passengers should hold japan re-entry confirmation letter issued by Japanese embassies overseas and negative pcr test result certificate issued within 72 hours before departure.
Japan – foreigners who fall under the following category are allowed to enter japan:
“permanent resident”,” spouse or child of Japanese national”, “spouse or child of permanent resident” and “long term resident”
Effective 5 august 2020, they are allowed to enter, if they have left japan before the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into japan
Effective 1 September 2020, they are allowed to enter, even if they have left japan after the day when country/region where such foreign nationals are currently staying was designated as an area subject to denial of permission to entry into japan
If they have stayed in Bangladesh, Pakistan, the Philippines and Peru within 14 days prior to landing in japan, they can enter japan from 7 august.
For all the cases above, they must hold a re-entry confirmation letter issued by the Japanese embassy overseas and negative pcr test result certificate issued within 72 hrs before departure.
Japan – new requirements for seamen who will transfer to a ship in japan: (refer to the attached)
Effective immediately and until further notice, in the event that one (1) member in a group of two (2) or more crew members (seamen) traveling together tests positively for pcr or antigen tests currently being conducted at nrt, all remaining members of that particular ship's crew group will be denied entry into japan even if they were tested negative, and said group will be handled as an inad case.
Airlines are encouraged to monitor and check timatic travel document news for upcoming updates.

7. Visa exemption granted to passengers with an apec business travel card issued by Brunei
Darussalam, china (people's rep.), Hong Kong (sar china), Indonesia, Korea (rep.), Malaysia, Mexico, Papua new guinea, Peru, Philippines, Russian fed., Singapore, Thailand or Vietnam, is suspended.
8. Nationals of china (people's rep.) With a passport issued in Hubei province of Zhejiang province (china people's rep.) Are not allowed to enter japan.
- this does not apply when passengers can prove that they have not been in
Hubei province and Zhejiang province the last 14 days.
9. Passengers who were in the cruise ship 'wester dam' are not allowed to enter japan. - this does not apply to nationals of japan.
10. Visas issued on or before 8 march 2020
by the embassies, consulates-general and consulate of japan in china (people's rep.), Hong Kong (sar china), Korea (rep.) Or Macao (sar china) are invalidated.
11. Visas issued on or before 20 march 2020 by the embassies, consulates-general

Based on the instructions of the Health Authorities in the State of Kuwait, it is approved to use the Digital Civil ID issued via the application “Kuwait Mobile ID” at the ports, airline companies, tourism and travel offices, and airports of countries around the world, and also permitting entry into the State of Kuwait using it.

Due to the latest developments of the pandemic COVID-19 situation, commercial flights from the Republic of Argentina, the French Republic, and the Republic of Yemen are added to the ban list of countries which passengers arriving from, are prohibited to enter the State of Kuwait and the removal, of Republic of Singapore from the ban list of countries (to becomes 34 countries).

Kuwait Travel restriction update:
As per circular ref No. 2020/95 dated 23 August 2020 from Kuwait DGCA, all airlines operating at Kuwait International Airport must adhere to the following instructions:
All passengers coming to the state of Kuwait from any country, either they are Kuwaiti or non-Kuwaiti, are required to provide (RT-PCR) test approved certificate, providing a negative result and not being affected with (COVID-19) virus, such certificate validity should not exceed 72 hours between the test date and arriving date to the state of Kuwait.
As per circular No. 2020/91 dated 09 August 2020 from DGCA of Kuwait, subsequent to circular No. 88/2020, Non-Kuwait arrival passengers whom a first degree relatives to Kuwaiti national (father-mother-husband-wife-final (sons and daughters) are allowed to enter state of Kuwait, Providing the prove of their relationship, this also includes the house labors accompanying the sponsor with a validity residency.

Further Kuwait travel restriction/requirement updates:
Circular No. 88/2020
Subsequent to and further to circular No. 87/2020 dated 01/08/2020, and based on the decision of the Health authority in the State of Kuwait, Non-Kuwaiti passengers of all other nationalities arriving from the down listed countries are not allowed to enter the state of Kuwait, whether they are coming directly from those countries listed below or via transit through other countries not mentioned below within the list. Unless they have settled in those unlisted countries for a period of 14 days at least, after the 14 days they must conduct a PCR test for COVID-19 virus and provide an approved certificate providing a negative result and not being affected with COVID-19 virus. Validity of such certificate should not exceed 72 hours between the test date and arriving date to Kuwait.

Kuwait Entry restriction:
1. Please find the attached DGCA circular ref: 2020/87 dated 1st Aug 2020 restricting entry of non-Kuwaiti passengers coming from the below listed countries. The list that was published under circular 85 is now increased from 7 to 31 to include more and more countries.
These countries are :-

Kuwait entry requirement:
1. All arriving and departing passengers must fill the Kuwait Mosafer application found on below link.

Passenger should update all their information correctly and secure system generated QR code upon fulfilling all the requirements namely PCR test with negative result, travel information, consent letter (available in the attached guideline), uploading all these on the link.
2. Departure passenger should submit the QR code to the check in staff in which case he/she will be eligible for check in.
3. KUWAITI Nationals traveling from Kuwait need travel insurance.
4. Only the passenger can enter to Airport (person accompanying a passenger may be allowed only on exceptional cases depending on the passenger’s situation (elderly / passenger with disability ) and up on permission of security at the airport gates)
5. Paper ticket not allowed.
6. CHECK IN starts 04hrs prior to departure.
7. Hand baggage not allowed, only small bags for medicine, personal effects and children's belongings are allowed.
8. Up on arrival, incoming passengers should submit the QR code to Kuwait immigration officer or MOH officers.
9. Arriving passenger should download Shlonik app and update their records/register before arrival.
10. 10% of passengers, randomly selected, will do PCR test up on arrival in Kuwait.
11. All arriving passengers will have mandatory 14 days’ home quarantine under monitoring of MOH.
12. Before every flight, airlines must fully sterilize the aircraft internally by the maintenance staff, according to the manufacturer's instructions.
13. Airlines must, before accepting the passenger to the State of Kuwait, ensure the passenger has a PCR test proving that he is free from Corona Virus from an accredited health center, and ensure that the certificate is no longer than (72 hours) from the date of the examination.
14. Airlines must not accept any passenger to the State of Kuwait, showing any symptoms of high temperature (>37.5 degree) or symptoms of Corona virus.
15. Airlines must apply the required precautionary medical procedures followed by the carrier, the State of Kuwait and the destination before passengers enter the aircraft.
16. All passengers must wear masks when disembarking from the plane and not allow entry to those who do not comply with the procedures.
17. Passenger operators, in coordination with airlines, should ensure passengers are sterilized at the first entry point to the passenger terminal

The Airlines will pay the collected amounts to the designated handling agents at BRHIA on bi-monthly basis i.e. every 15 days, then the handling agents will pay for the laboratories, which performed the tests based on Invoices stamped by the Ministry of Public Health.
All passengers arriving to Lebanon shall have a prepaid hotel booking for 48 hours in one of the following hotels designated by the Ministry of Tourism in Lebanon.

Passengers who do not have the above Hotel Booking are not allowed to board the plane departing to Lebanon, and upon their arrival, they shall remain at the hotels for a period of 72 hours during which a second PCR test will be conducted for them. Passengers whom PCR test results were positive shall pay for their treatment cost at their own expense.

Exemptions:
Cabin crews arriving to Lebanon for a period of no more than 48 hours are exempted from doing PCR test upon arrival at the airport, and they shall remain quarantined in one of the mentioned hotels throughout their stay in Lebanon.
All relevant previous circulars are considered cancelled and all airlines shall comply with this circular starting from 23/09/2020, otherwise violating airlines will be fined.

2. ENTRY OF SPECIAL RESIDENT RETIREE'S VISA (SRRV) HOLDERS
This is to remind all concerned airlines that the entry of foreign individuals holding Special Resident Retiree's Visa (SRRV) to the Philippines is not yet allowed at this time, except upon prior endorsement from the Secretary of the Department of Tourism (DOT) to the Department of Foreign Affairs (DFA), who, in turn will endorse the permission for entry to the Bureau of Immigration (Bl).
In this regard, airlines are mandated to deny boarding of passengers with SRRV who do not possess the required entry permission as communicated by the DFA to the concerned post overseas.

Travel requirements of Republic of Congo for travels to BZV/PNR in relation to COVID-19:
1. Passengers presenting negative results for the COVID-19 RT-PCR test for less than 72 hours are not subject to the screening test on arrival and can continue with the formalities for entering the national territory with a view to their fortnight (two weeks) at home;
2. Passengers showing negative COVID-19 RT-PCR test results, lasting over 72 hours and less than ten (10) days, will be tested upon arrival at the airport at their own expense and then immediately released for the fortnight (two weeks) at home;
3. Passengers who do not have COVID-19 RT-PCR test results or who have COVID-19 RT-PCR test results older than ten (10) days will be seated in the fortnight at their own expense in hotels retained by the Government, upon designation by the Ministry of Tourism and the Environment, then prescribed within 48 hours. The cost of the test is the responsibility of the traveler;
4. Passengers in the fortnight, whose results are negative, are released for the continuation of the fortnight at home; those with positive results are transferred immediately to one of the COVID-19 case management sites;
5. Symptomatic passengers (showing symptoms of COVID-19 disease) upon disembarking will be isolated and must observe the compulsory fortnight at one of the sites selected by the Government for this purpose. They will be tested twice during the fortnight and released on negative test;
6. Passengers in transit are isolated at their own expense in the hotels designated for this purpose until the continuation of their journey outside the national territory;
7. Children under 11 years of age are exempt from all these provisions.

Conditions for entry of persons into Seychelles effective 01 August 2020:
Seychelles International Airport is open for scheduled commercial passenger flights as of 01 August 2020.
Visitors to Seychelles:
1. Visitors may be permitted from approved countries. The list of approved countries is posted on the Department of Tourism and Department of Health websites (also listed down to this email), and will be revised periodically.
2. All passengers must submit to the Public Health Authority (submission form is available on Department of Tourism and Department of Health websites and should be submitted to data-sf-ec-immutable=" ">, proof of a negative COVID-19 PCR test that is less than 72 hours prior to boarding the flight to Seychelles.
3. Passengers must present proof of negative test results when checking-in for their flight to Seychelles.
Airlines will not accept passengers for travel to Seychelles without the test result.
4. Aircraft/Airline is not to board any passengers or crew who are symptomatic of COVID-19.
5. Any passengers who arrive in Seychelles without proof of negative COVID 19 PCR test will be turned back on the same aircraft.
6. All passengers must provide proof of accommodation in an approved establishment for the entire period of stay and must show booking vouchers at Immigration on entry. (Visitors should consult the Seychelles Tourism website for the list of approved establishments and any additional advice.)
7. From the month of August, visitors are permitted to stay in not more than 2 different approved establishments in the first 7 days.
8. Return ticket is mandatory for visitors.
Seychellois Travelers and Persons holding Resident Permit
1. All Seychellois and persons holding resident permit who have spent at least 14 days in a permitted country immediately prior to travel may enter Seychelles and can stay in their own homes under passive surveillance for up to 14 days after arrival. (See also Guide for residents entering Seychelles published by the Department of Health).
2. Seychellois and persons holding resident permit currently in high risk countries may apply to enter Seychelles (application form is available on the Department of Health website and should be submitted to data-sf-ec-immutable=" "> and, if permitted to enter, will be required to undergo facility-based quarantine for a 14 day period and COVID-9 PCR tests at their cost.
3. The following additional conditions will apply:
a. All passengers must have proof of a negative COVID-19 PCR test that is 72 hours or less prior to boarding the flight to Seychelles.
b. Passengers must present proof of negative test results when checking-in for their flight to
Seychelles. Airlines will not accept passengers for travel to Seychelles without the test result.
c. Aircraft/Airline is not to board any passengers or crew who are symptomatic of COVID-19.
Entry by GOP Holders and dependents
1. Permission to enter by GOP Holders and dependents will first be cleared by Employment and Immigration. Conditions for their travel and entry will be similar to those of Seychellois as defined above.
2. Accommodation for the returning GOP Holder must be approved by the Public Health Authority.
If passengers are non–Seychellois but have GOP ( Gainful Occupational Permit ) which enables them to work in Seychelles employed are not allowed to enter as their GOP has been revoked. They will have to get approval from the ministry of employment if they insist to come back.

As of December 17, 2020, international travellers arriving at O.R Tambo International Airport and those departing from Cape Town International Airport will be expected to complete the web -based THQ. The paper-based system for COVID-19 screening will continue to be in operation at all other operational ports of entry.

Due to variant COVID-19, Korean government announce new restriction regulation about PCR. Every foreign passenger not holding Passport issued by Korean government must have PCR negative result DOCUMENT. However, if Passenger departed originally from UK or South Africa, all Passengers including Passport holders issued by Korean government must have PCR negative result DOCUMENT. PCR result must be issued in 72 hours before departure. Additionally, this restriction is not applied for transfer Passengers from ICN to other stations.

In order to prevent the spread of COVID-19 and to comply with the request of local customs (Quarantine authorities), JEJU AIR has announced the restrictions on JEJU AIR transfer flights from Incheon to China (Harbin/Weihai). Therefore, do not accept passengers transferring from Incheon to flights bound for China (Harbin/Weihai) on JEJU AIR.

All Chinese and foreign passengers bound for China will be required to take nucleic and IgM anti-body tests within 48 hours before boarding the flight. Passengers bound for China via connecting flights must take nucleic acid and IgM anti-body tests in the country of departure within 48 hours before boarding, and then take both tests a second time in Korea within 48 hours before boarding the plane to China.
However, note that currently tests are not available in the transit area in Incheon International Airport. Therefore, Chinese and foreign passengers who don’t have a valid Visa can’t enter to Korea and be tested.

South Korea COVID-19 requirement with regard to seamen
Effective from July 24, 2020 Korean Immigration announced that seamen of all nationality traveling on duty to Korea must have COVID-19 negative PCR test certificate and valid visa.
This does not apply to the below listed 21 countries:
(Guam, New Caledonia, Palau, USA, Guyana, Mexico, Nicaragua, Dominican Federation, Barbados, Venezuela, Saint Vincent and the Grenadines, Saint Kid's Nevis, Malta, Ireland, UK, Monaco, Vatican, San Marino, Andorra, Albania, Slovenia)
While checking-in seamen, if the check-in agent gets a system response code number 93 with a message 'check the quarantine requirement for Korea', the check-in agent should check if the seaman holds COVID-19 negative PCR certificate along with a valid visa.
The seaman holding both VISA and COVID-19 negative PCR certificate departing from the below listed countries could be accepted to travel to Korea only if they hold COVID-19 PCR certificate from hospitals that are designated by the Korean consulate or embassy:

Beginning from 14 May 2020, holders of A1, A2 or A3 Visas are allowed after being tested for COVID-19 at the airport during daytime (09:00-19:00) or a government designated facility
during night time (19:00-09:00), to go to their residence without having to wait in the facility for the test result (it takes normally 1 night and 2 days), with the following conditions.

Coronavirus: Entry ban and retroactive quarantine for persons from the UK and South Africa
Bern, 21.12.2020 - Following the discovery of a new, more contagious variant of the coronavirus in the UK and South Africa, the Federal Council today decided to take steps to prevent the further spread of this new virus strain. All persons who have entered Switzerland from these two countries since 14 December must go into quarantine for 10 days. The Federal Council has also introduced a general entry ban from today for all foreign nationals seeking to enter Switzerland from the UK and South Africa. This is intended in particular to stop travel from these countries for tourism purposes.
The Federal Council has approved amendments to COVID-19 Ordinance 3 prohibiting air travel between Switzerland and the UK and South Africa. The Federal Office of Civil Aviation FOCA yesterday ordered flights between Switzerland and these two countries to be suspended as of midnight on Sunday, 20 December.
A temporary derogation from the flight ban is being considered for persons resident in the UK or South Africa currently staying in Switzerland so that they may return home. That is also the case for persons resident in Switzerland currently staying in those two countries. However, it is imperative that such return journeys do not lead to infections.
The Federal Council also decided to withdraw freedom of movement privileges from persons resident in the UK until 31 December. Persons from the UK are therefore subject to a general ban on entering Switzerland. Freedom of movement privileges for British citizens were due to expire at the end of the year anyway.
The UK and South African authorities were given prior notice of the measures.
Initial indications are that the new variant of the coronavirus is significantly more transmissible than the existing strain. It is not yet clear to what extent the new strain has spread outside the UK and South Africa. No cases of the new strain have so far been identified in Switzerland.

The Federal Council has also decided that masks will have to be worn during flights from 15 August. The wearing of masks on public transport has been compulsory since 6 July. The measure concerns all scheduled and charter flights taking off from or landing in Switzerland, regardless of airline.
Foreign diplomats will be eligible for an exemption from the quarantine requirement if their presence in Switzerland is necessary for the proper operation of their embassies. Swiss diplomats will now also be exempt from the requirement to go into quarantine when returning from official business trips.
The Swiss authorities have updated the list of mandatory 10-day-quarantine countries (for passenger entering Switzerland from one of these countries, including returning CH travellers).

COVID-19-related information regarding entry into Switzerland with effect from 3 August 2020 as follows:
1. Passengers are not allowed to enter.
-This does not apply to:
- nationals of EEA Member States and Switzerland;
- British nationals;
- passengers arriving from Schengen Member States;

2. Passengers are not allowed to transit if arriving from a non-Schengen Member State to another Schengen Member State.

These applicants are advised to attach covering/Invitation letter from their host in Tanzania as part of their Visa application attachments. On arrival at Lomé Airport/LFW, all passengers will be subject to another mandatory COVID-19 PCR test at the terminal. They are therefore required to fill the online traveller declaration form available here and use the same platform to pay for the test before departure.
Passengers who fail to comply with the above will be refused boarding.
Travellers departing from Lomé must undergo a COVID-19 PCR test seven (7) days before departure.

Passengers with RT-PCR Negative certificate from International Clinical Laboratories (ICL ) shall not be accepted to DXB flights effective from the evening of 16th of November 2020 until further notice.
Passengers with British and Irish citizen and foreign nationals with residence rights will still be allowed to travel, though they will subject to the usual 10-day quarantine period.
Ministers have taken the urgent decision to implement a travel ban covering passengers from the following countries, effective 4am (Friday 15th January):

· Brazil
· Bolivia
· Chile
· Cape Verde
· Colombia
· Ecuador
· French Guiana
· Guyana
· Paraguay
· Panama
· Portugal (including Madeira and the Azores)
· Peru
· Suriname

There will also be a flight ban on any of these countries with direct flights to England. This excludes cargo and freight without passengers. British and Irish Nationals, or third country nationals with residence rights in the UK will be able to enter the UK but are required to self-isolate for 10 days on arrival along with their household.
International Travel Regulations
The International Travel Regulations are being updated today to introduce the Pre-Departure Testing and associated penalties, and to also revise PLF penalties for passengers and introduce a new penalty to carriers.
We STILL do not have either the Regulations or the Carrier Guidance!
1. Pre-Departure Testing to UK - Penalties will be set as £500 for passenger non-compliance and a CAA regulated £2,000 carrier penalty for each passenger carried into England without a test certificate.
Penalties
for test certificates will be enforced from Monday 18 January.
2. Passenger Locator From (PLF)– Increased to £500 for passenger non-compliance, and a new CAA regulated £2,000 carrier penalty for each passenger carried into England without a PLF.
Penalties for PLF will
be enforced from Monday 01 February.
The penalties can be layered so a carrier delivering a passenger without a PLF and a test certificate could incur a £4,000 combined penalty.

Added banned list of countries for entry to the UK:
Entry into England will be banned to those who have travelled from or through any southern African country in the last 10 days, including Namibia, Zimbabwe, Botswana, Eswatini, Zambia, Malawi, Lesotho, Mozambique and Angola – as well as Seychelles and Mauritius. This does not include British and Irish Nationals, longer-term visa holders and permanent residents, who will be able to enter but are required to self-isolate for 10 days on arrival along with their household. To be clear, longer-term visa relates to anything that is not a visit visa.
The move, in addition to the travel ban imposed on South Africa on 23 December 2020, follows new data on the steep rise in incidence of the new variant that has vastly increased the risk of community transmission between 9 other southern African countries as well as the Seychelles and Mauritius, which both have strong travel links with South Africa.
The government has therefore also removed Botswana, Seychelles and Mauritius from the travel corridor list, with the changes coming into place from 4am on Saturday 9 January 2021.
Mandatory COVID-19 testing to enter UK from Monday 11 January 2021:
All international arrivals to England, including UK nationals, will be required to present a negative COVID19 test result taken up to 72 hours prior to departure. Children under the age of 11 will be exempt from testing.

Effective (09DEC20) the UK Border Agency has announced that anyone found at the border without a completed passenger locator form will be given an on-the-spot fine of GBP100 payable before they enter the country. Anyone who is not a resident or citizen and has not completed the form may be deported at the airlines expense.

The new regulations will come into force on 30 October. Operators may begin to comply with the new requirements before then. Operators must keep
records of compliance with the new requirements from 30 October. Penalties for non-compliance apply.

Please be advised that statutory instrument 216 of 2020 with effect from 01 October 2020 has amended principal consolidated regulations 77 of 2020 on international travel specifically section 8. Visa regime categorization which subsisted pre COVID-19 lockdown period is operationalized. Air carriers who are found to be in willful default of the said categorization will be dealt with in terms of section 38A of the Immigration Act 4:02. Since this pandemic is still with us, we are all encouraged to continue to monitor updates on health protocols relating to COVID -19 which pronouncement would be made by the government from time to time. Such pronouncement could have a direct impact on the continued implementation of visa regimes.
This will be in effect from 01 October 2020, but until then, we are still following the current procedures.
